New Policy and Procedure
K-0303 Visible Identifiers
Effective January 1, 2026, Senate Bill 805 established Government Code 7288 and Penal
Code 13654, regarding visible identifiers for sworn personnel.
January 1, 2026, law enforcement agencies shall maintain and publicly post a written
policy on the display/use of visible identifiers. KCSOPPM K-0303 was created to define
“visibly display identification” as well as Penal Code 13654.
Key Provision:
Pursuant to PC 13654(a), “A law enforcement officer operating in California that is not
uniformed and therefore is not required to clearly display identification pursuant to Section
830.10, shall visibly display identification that includes their agency and either a name or
badge numb
