ISSUE: 25-58 TRAINING BULLETIN DATE: September 26, 2025 Update and Clarification to Training Bulletin 25-31 On June 23, 2025, Training Bulletin 25-31 was disseminated in relation to established Welfare & Institutions (W&I) Code sections 23020, 23022, and 23024 pursuant to Assembly Bill 2020. It should be noted the training bulletin referenced Assembly Bill 1874 in error, and the correct Assembly Bill that established W&I 23020, 23022, and 23024, was Assembly Bill 2020. The legislation outlined in W&I Code sections 23020 and 23022 require law enforcement agencies to establish and maintain written policies regarding interactions with survivors of human trafficking by December 1, 2026.
