ISSUE: 25-30 TRAINING BULLETIN DATE: June 10, 2025 KCSOPPM F-1300: Use of Force – Crowd Control and KCSOPPM F-1300 Attachment A – Civil Unrest Response Guide Effective June 9, 2025, the Kern County Sheriff’s Office approved KCSOPPM F-1300. Given the recent events, including protests and rioting in Los Angeles, a mutual aid request may soon be necessary for the Sheriff’s Office to support law enforcement agencies in the Los Angeles area within Los Angeles County. Additionally, these protests appear to be spreading across the United States and could eventually affect Kern County. The Sheriff’s Office must have policies and procedures in place to guide our staff in carrying out lawful interactions with the public while maintaining or restoring social order. The Sheriff's Office upholds the right to peaceful assembly as outlined in the First Amendment of the United States Constitution. This new policy (KCSOPPM F-1300) has been developed to provide guidelines for managing public assemblies
