Detentions Bureau Manual Policy Update: C-2300 Trust/Truth Act Compliance
This training bulletin informs Sheriff's Office personnel of Detentions Bureau Policy
Procedures (DBPPM) C-2300 changes to comply with California laws included in the
TRUST / TRUTH Act. The changes have further defined and expanded the
responsibilities of local law enforcement regarding transfers of incarcerated persons to
Immigration and Customs Enforcement (ICE) custody.
• Verbiage changes have been made throughout the policy from charges to
convictions.
• TRUST/TRUTH Act: Recent changes limit the ability of local law enforcement to
notify ICE of incarcerated people pending release based on qualifying convictions
listed in Government Code 7282.5(a) for immigration enforcement purposes,
unless specific charges are met.
