Assembly Bill 2000 Exhibition of Speed
The purpose of this training bulletin is to provide an update as to the authority of a peace
officer to enforce violation of California Vehicle Code section 23109 – Exhibition of Speed
and Speed contests in off-street parking facilities (parking lots). Effective January 1, 2023,
this amendment will make it illegal for a person to engage in a motor vehicle speed
contest, exhibition of speed, to aid or abet in a motor vehicle speed contest or exhibition
of speed in an off-street parking facility.
