DONNY YOUNGBLOOD 1350 Norris Road, Bakersfield, California 93308-2231 Sheriff-Coroner Telephone (661) 391-7500 TRAINING BULLETIN ISSUE: 22-10 DATE: March 15, 2022 RIPA Updates We have made it through our first year with the AB953 RIPA program and we have done well. There are a few points that often come up so hopefully this bulletin will help clear some of those issues up. Additionally, if you have issues with a RIPA report you can contact the RIPA team by email RIPATEAM@kernsheriff.org. AB953 and KCSO Policy (J-2300) REQUIRE deputies to do a RIPA report if you ARREST, SEARCH, and/or DETAIN a person, except in specific scenarios. Remember, writing a report does not exempt you from doing a RIPA report. Circumstances where a RIPA report is required ARREST - Any type of arrest, including cite and release, you are required to do a RIPA entry. SEARCH - If you search someone’s person or property (bag, car, house etc.), you are required to do a RIPA entry.
