STAFF REVIEW EFFECTIVE DATE: 02/15/16 STANDARD NO. 090 REVISED: _______ REPLACES: ____________________________________ OBJECTIVE: To establish guidelines to conduct management inspection and control through a process of staff reviews and evaluations to ascertain if policies and procedures, rules and regulations are adequate and are being adhered to; whether department resources are adequate and are being utilized properly; and to evaluate the overall performance and attitude of the Department. POLICY: It is the policy of the Homestead Police Department (HPD) to exercise management inspection and control through a process of staff reviews to evaluate the overall performance and attitude of the Department. SCOPE: A staff review shall be conducted on each organizational component at the direction of the Chief of Police. All employees of this Department will be governed accordingly by the below described procedures. I. PROCEDURES: A. A staff review is the formal process of self-examination by and within the Department and consists of the following steps: 1. Performance auditing 2. Reporting 3. Recommendation for improvement (when appropriate) 4. Response by the concerned level and section of management 5. Review by the Chief of Police and staff 6. Implementation of improvements (when appropriate) 7. Follow-up B. The responsibility for staff review rests with the Chief of Police. The management and conduct of staff reviews and the maintenance of related records are vested in the Professional Compliance Bureau (PCB). C. The Chief of Police initiates all staff reviews. 1. The staff is generally responsible for bringing specific need(s) for staff review to the attention of the Chief of Police. 2. No staff review is conducted without the express approval of the Chief of Police. Staff Review – SOP# 090 3. The captain of the affected division is notified at least 20 working days prior to the beginning of any staff review substantially affecting their division. D. All reports of staff reviews are made in triplicate; one copy to the Chief of Police, one to the concerned division captain (or to each concerned division captain), and one to the files of PCB. E. Each staff review is designated with a unique number incorporating the year that the review was initiated, the sequential number of the review during the year of initiation, and a letter designation denoting it is a staff review (i.e. 90.1-SR (year-number- designator). F. There is no adversarial relationship assumed or intended in the staff review process. Division captains and PCB shall work together in the conduct, review, recommendation, implementation of changes, and follow-up of staff reviews. 1. Any differences are first resolved to the fullest extent possible between the concerned division captain and PCB. 2. However, if differences cannot be resolved at the level, the matter shall be brought to the attention of the Chief of Police for final decision. G. The PCB may, from time to time, draw upon resources (i.e. personnel, equipment, data, and access to other divisions). In the spirit of cooperation described above and with the object of completing the staff review, division captains are to provide PCB with such resources as may be requested, providing that the provision of those resources does not substantially reduce the affected division’s essential operations. 1. Requests for minor resources may be made by PCB directly to the concerned division captain. 2. Requests for major resources may also be made by PCB either directly to the concerned division captain or through the Chief of Police. H. The captain of the affected division responds to the Chief of Police addressing the results of the staff review as expressed in the report of PCB within 20 working days of the receipt of such report. The response is in writing and becomes a permanent part of the file. I. A copy of the response shall be provided to PCB, which may address the response and shall do so at the request of the concerned division captain or the Chief of Police. J. The copy of the division captain’s response is routed through PCB to the Chief of Police in order to allow an opportunity for informal adjustments in the report prior to his review. K. The Chief of Police shall conduct the review of the report and respond in a manner appropriate to the specific needs of the Department. L. PCB shall not assist nor direct the implementation of changes recommended in a staff review unless expressly ordered to do so by the Chief of Police. Staff Review – SOP# 090 M. Staff review follow-ups are initiated upon the approval of the Chief of Police, based upon the recommendations of PCB and the concerned division captain. II. RULES: A. All staff review files and reports shall be restricted documents with their release or review either within or without the Department subject to the approval of the Chief of Police. B. The follow-up report upon implementation becomes a permanent part of the file.
