CODE COMPLIANCE
EFFECTIVE DATE: 06/01/05 STANDARD NO. 045 REVISED: 07/06/18
REPLACES: Rev. 06/20/12; Replaces Code Enforcement – SOP# 045;
OBJECTIVE: To establish protocol for officers to use in determining City Code violations.
POLICY: It is the policy of the Homestead Police Department (HPD) that officers will
respond when needed to investigate possible City Code violations.
SCOPE: All employees of this Department shall be governed by the procedures set forth
below.
I. COMMUNICATIONS CENTER:
A. When receiving a call for service advising of a possible City Code violation, the
dispatcher should first attempt to dispatch an on-duty code compliance officer. If one is
not available, the dispatcher should send a uniform patrol officer.
II. UNIFORM PATROL OFFICER:
A. When dispatched to a possible City Code violation, officers will determine whether or not
such violation exists and take appropriate action, such as requesting the individuals
involved immediately cease the activity.
B. Officers on patrol who observe possible violations will:
1. Request that an on-duty code compliance officer be dispatched.
2. Handle the matter as a call for service, taking appropriate action, if none is
available.
3. However, if the supervisor deems it necessary, a code compliance officer may be
called out.
4. Document police response on an Offense/Incident Report, if needed, and forward
the concern to the Code Compliance Unit.
