EMERGENCY MOBILIZATION PLAN EFFECTIVE DATE: 08/01/89 STANDARD NO. 027 REVISED:1 1 / 1 4 /22 REPLACES: SOP Emergency Mobilization Plan 05-02.1-4 – Rev. 01/01/03; Rev. 06/01/05; Rev. 02/12/14; Rev 03/12/18 OBJECTIVE: To establish policy and procedures for emergency mobilization. POLICY: It is the policy of the Homestead Police Department (HPD) to maintain a standard operating procedure (SOP) regarding emergency mobilization. This SOP is intended as a guide for police operations during any required emergency operation. SCOPE: All employees of this Department shall be governed by the rules, regulations, and procedures listed below. I. PROCEDURES: A. General: 1. Emergency Alert and Emergency Standby: During the early stages of any possible emergency or mobilization condition, Departmental personnel shall be informed and kept aware of the developing situation. Inherent in the police function is a stated and implied employee responsibility to protect life and property in the community at all times. To this end, every Departmental employee must be prepared and ready to report for duty whenever a condition develops that threatens the safety of the public and may require police action to restore law and order. a. The Department is cognizant of and sympathetic to not imposing unnecessary restrictions on an employee’s off-duty time; however, the contingencies of a potential emergency condition that indicates that Departmental resources may be committed to reducing the danger to life and property demands that certain precautionary measures be taken to facilitate possible mobilization. b. Should circumstances warrant, and prior to mobilizing under any of the operational phases, Departmental personnel will be notified of a potential or developing emergency condition and placed on emergency alert or emergency standby. 2. Emergency Alert: Off-duty employees are notified that a potential emergency condition exists or is developing that may require reporting for duty, subject to later notification. Off-duty employees are not restricted to their residence but, if absent, will provide contact capability via alternate landline and/or mobile telephone number, another person, transceiver, or by periodically consulting the alternate contact source every two (2) hours. Emergency Standby: Off-duty employees are notified that a potential emergency condition exists or is developing and that a requirement to report for duty is imminent, subject to later notification. Off-duty personnel will be personally available at their residence or they will be available by phone or be physically available at an alternate landline and/or mobile telephone number. Emergency standby readiness condition is normally announced prior to Departmental elements implementing control plans and mobilization under one of the operational phases. The on-duty shift commander shall immediately ensure that: a. All vehicles, including fleet and support vehicles, are fueled and available for duty. Check all fluid levels and add fluids if needed. b. Personnel with assigned vehicles will ensure that their vehicles are fueled and contain the following equipment: 1) Flashlight(s) 2) Rain gear 3) Kevlar helmet 4) Ballistic vest 5) Spare uniform(s) 6) Flares 7) Disposable blanket 8) OSHA kit 9) Gas mask 10) First aid 11) Latex gloves 12) Traffic flashlight 13) Spare hand-held radio battery 4. Each Departmental element will maintain a current roster reflecting classification, name, telephone number, and space to note date and time of entries. 5. Only the Chief of Police, or designee, may initiate an emergency alert or emergency standby prior to mobilizing under any of the operational phases. a. Neither emergency alert nor emergency standby readiness conditions will extend beyond 24 hours without approval of the Chief or Police, or designee. Emergency Mobilization Plan – SOP# 027 6. Employees who are notified that they are placed on emergency alert or emergency standby and may have to report for duty, will maintain a state of readiness, which will include necessary equipment and uniform items appropriate for the nature of the emergency duty assignment. 7. Employees will respond immediately when called to report for duty.
