SUBJECT: COMMUNITY SERVICE AIDE II (CS A II)
I. PURPOSE : The pur pose of this standard operating procedure is to define the duties and
responsibilities of the Community Service Aide II (CS A II) position and to define the guidelines
for their assignment and supervision.
II. SCOPE : This procedure shall apply to all Sher iff's Office personnel.
III. DISCUSSION : CSA II perso nnel are non -sworn civilian s employed to provide services which
do not require law enforcement or regulatory authority. CS A II personnel are responsible for
executing investigative tasks, as well as m anaging a caseload of assigned investigations . CSA
II personnel assist deputies and detectives with certain duties not requiring full law enforcement
authority . Non -uniformed CS A II personnel shall dress in compliance with GEN SOP 117.03.
IV. PROCEDURE :
A. Training .
1. The Criminal Investigations Division sh all be responsible for training a new CSA
II. CSA II trainees shall attend four hours of training regarding the following
topics:
a. Orientation and agency organization .
b. Interviewing .
c. Basic cri minal law .
d. FCIC/NCIC .
e. Computer inquiries .
f. Sheriff 's Office policies and procedures .
g. Phone etiquette .
h. Report writing .
i. Computer functions and basic Sheriff 's Office software commands .
j. Evidence handling .
k. Radio procedures .
2. Civilian In-Service Training Curriculum :
a. The civilian in -service training program shall be designed, revised,
scheduled, conducted, and recorded by the Training Division. The basic
program shall consist of approximately eight hours of training and shall be
presented bi -annually for all civilian personnel.
b. The training curriculum shall include instruction on the policies and
procedures for various law enforcement and civilian issues (e.g., legal,
safety , and responsibilities of assignments) . It shall include , but not be
limited to:
(1) CPR /First aid .

(2) Health and fitn ess.
(3) Active shooter .
(4) Public records requests .
c. To reflect the current needs of the Sheriff's Office, the curriculum shall be
revised annually by the Training Division and the Training Advisory
Commi ttee.
B. Assignment - CSA II personnel are assigned to the Department of Investigative
Services.
1. Designated supervisors shall be operationally responsible for the work
assignments and direct supervision of CS A II personnel . The administrative
respons ibilities include CS A II scheduling, review of leave re quests, and daily
activity reports .
2. CSA II personnel are assigned to conduct follow -up on the following, but not
limited to:
a. Juvenile Missing Persons and R unaways :
(1) Missing Child - A perso n younger than 18 years of age whose
temporary or permanent residence is in or is believed to be in
this state, whose location has not been determined , and who has
been reported as missing to a law enforcement agency.
(2) Missing Endangered Child - Any juvenile under the age of 12 shall
be considered endang ered. Juveniles suffering from depression ,
who make a threat of suicide and there is a clear indication that
they have made an attempt to complete the act , should be
considered endangered.
b. Adult Missing P ersons :
(1) Missing Adult - A person 18 years of age or older whose
temporary or permanent residence is in or is believed to be in this
state, whose location has not been determined, and who has been
reported as missing to a law enforcement agenc y.
(2) Missing Endangered Adult - Any missing adult wh o is suspected
by a law enforcement agency to be the victim of criminal activity
(i.e., kidnapping). Additionally, subjects over the age of 18 who
have been diagnosed with cognitive impairment or irre versible
deterioration of intellectual faculties , such as Dementia or
Alzheimer 's, should be considered endangered. Suicidal subjects ,
where there is a clear indication that they have made an attempt
to complete the act , should be considered endangered.
c. Economic C rimes :
(1) Economic Crimes - Economic crimes are defined as criminal
activity involving, but not limited to: Identity theft, forged or
counterfeit documents, fraudulent use of credit /debit cards,
schemes to defraud , and other related crime s.

d. Act as a liaison between the Sheriff 's Office and the Department of
Children and Families (DCF) for Crimes Against the Elderly/Elder Affairs :
(1) The Crimes Against Elderly Unit is responsible for reviewing and
evaluating all reports originated b y patrol of victims and/or
complainants , who are over t he age of 60 , to determine if a
criminal investigation is needed and if DCF involvement and/or
services are needed .
C. CSA II personnel shall not make comment s regarding follow -up investigations by a
detective or other members of the Sheriff 's Office.
