PURPOSE: The purpose of this standard operating procedure is to establish guidelines for the classification of individuals as Prolific Priority Offenders, by law enforcement personnel of the Hillsborough County Sheriff's Office. II. SCOPE: This standard operating procedure shall apply to all Sheriff's Office law enforcement personnel. III. DISCUSSION: Prolific Priority Offenders ( PPOs ) are identified either through criminal investigations or intelligence sources. For law enforcem ent and criminal justice purposes, it is important to define the criteria that qualifies an individual as a PPO and when it is appropriate to remove an individual’s PPO status. IV. DEFINITIONS : A. Prolific Priority Offender (PPO) - Prolific Priority Offenders ( PPOs) are individuals suspected by law enforcement personnel of being actively involved in criminal activity. V. PROCEDURES: A. Documenting Prolific Priority Offenders 1. The District Intelligence Un it Sergeant or other appointed designee ; or division lieutenants , shall review incident reports, ILP lead reports, street checks, and other intelligence sources to determine which individuals should be classified as PPOs within their respective areas. 2. District Career Criminal Detectives shall serv e as administrators of their respective PPO flagged records in Versadex and will coordinate with other district Career Criminal Detectives for deconfliction purposes. 3. District Career Criminal Detectives shall conduct annual reviews of PPOs to verify th eir continued eligibility. B. Criteria for Classifying Prolific Priority Offenders 1. Prolific Priority Offenders shall meet all of the following mandatory metrics: a. The offender has a history of frequently committing crimes. This would be demonstra ted by a mini mum of three or more criminal offenses or arrests within the last five years or the five years GEN 573.01 06/09/16 Page 2 of 2 preceding the most recent incarceration (excluding traffic offenses, technical violations of probation or court ordered sanctions such as curfew vio lations or failed drug screens.) b. Intelligence indicat es the individual is currently active in committing criminal activity. c. The criminal behavior or suspicion of criminal behavior of the individual has a serious impact on public safety and victimiz ation and/or on public confidence in the justice system. 2. In addition to the above listed mandatory metrics, individuals labeled Prolific Priority Offenders shall also meet at least one of the following discretionary metrics: a. The individual's crimin al behavior is correlated with addiction or mental illness. b. The individual is unemployed and /or has no stable residency. c. The individual is influential with other offenders resulting in criminal behavior among associates. d. The individual has a h istory of committing criminal offenses while out on bond, release, probation, or other form of community control. e. The individual has a history of non -compliance with court orders to include failing to appear to hearings, breach of conditions, non - compliance with conditions of release, bond, or probation. f. The individual is a certified gang member or associate. g. The individual has active warrants / pick-up orders for their arrest. h. The individual is a habitual truant (juveniles). C. Prolific Priori ty Offender Deselection 1. The Prolific Priority Offender status shall be removed from individuals should they meet any of the following criteria when reviewed by the Career Criminal Detective during the annual review: a. The individual has been stab le and crime free in the community for a period of at least one year and their risk to re -offend has significantly dropped. b. The individual becomes permanently incapacitated or permanently relocates outside of HCSO jurisdiction. c. The individua l is incarcerated for a period exceeding 24 months.
