PURPOSE: The purpose of this standard operating procedure is to establish the scope of responsibility of first line patrol supervisors. II. SCOPE: This procedure shall apply to all first line patrol supervisors of the Department of Patrol Services. * III. DISCUSSION: This procedure is to provide guidelines for first line pat rol supervisors and responsibilities in monitoring patrol activities, calls for service, administrative duties, and situations which might arise that require a first line supervisor on scene. * IV. PROCEDURE: It shall be the first line patrol supervisor's responsibility to: A. Monitor and evaluate the performance, training , and activity of deputies assigned to his/her squad. This includes the monitoring and evaluating of probationary deputies from Phase I through Phase V of their training. B. Monitor the performance and activity of temporarily assigned personnel. C. Edit, evaluate, and assign for distribution to proper areas within the Sheriff's Office reports, requests , and other paperwork that is generated by personnel under his /her supervision . D. Provide supervision, advic e, instruction, and guidance necessary to those under his/her supervision to ensure completion of assignments in a prompt, courteous , and professional manner. E. Promote p rofessionalism and enhance morale of personnel under hi s/her supervision . F. Be available and respond as needed to emergency situations where the presence of a first line patrol supervisor is required. G. Monitor patrol activities within the first line supervisor's patrol service area to ensure the safety of those under his /her supervision and the safety of citizens in the patrol service area. H. Monitor calls for service within the patrol service area to ensure all calls for service are dispatched in s uch a manner as to promote and ensure the safety of the deputies assigned. I. Maintain /update the subpoena log via Court Notify ; monitor court appearances and testimony of deputies assigned to his/her squad. J. Keep track of all open cases, late report s, and return ed reports of all deputies under his/her supervision . DPS 630.00 12/13/19 Page 2 of 2 K. Prepare and approve payroll in the timekeeping system; track all leave requests and overtime requests for deputies in his /her squad. L. Perform monthly vehicle inspections of deputies assigned to his /her squad. M. Investigate , or cause to be investigated, complaints from citizens regarding conduct of deputies under his /her supervision ; complete disciplinary investigation s and log into BlueTeam , when necessary . N. Supervisors may audit and evaluate any message or email sent or received by those under their supervision. V. COMMAND SITUATIONS: The first line patrol supervisor shall respond to the following calls that occur in their patrol service area: A. Traffic crashes involving vehicles owned or operated by the Sheriff's Office ; complete a supervisory investigation and log into BlueTeam. B. Traffic crashes that involve fatalities. C. Emergency calls that require the use of specialty teams. D. Violent c rimes that result in the serious bodily injury or death of a person. E. Calls that involve Sheriff's Office personnel as the victim or suspect. F. Calls that will result in the immediate response by the media. G. Situations where the supervisor's presence is requested by on -scene units or required by a higher authority. H. Situati ons where the Sheriff's Office may be civilly liable. I. Calls that the first line supervisors feel require their presence to take command of the situation and direct the activities of those under the ir supervision . * J. Incidents involving the use of an escort takedown , pain compliance, mechanical control, acts to impede, or non-deadly /deadly force were used to affect the arrest. K. Calls involving vehicle pursuits , which require a supervisory i nvestigation and entry into BlueTeam. VI. DESIGNATED F IRST LINE SUPERVISOR: Shall be any person assigned or designated as an acting first line supervisor and shall have the same responsibilities and authority which that position dictates.
