PURPOSE : The purpose of this standard operating procedure is to define the guidelines and procedures for establishing a Coach Aaron Feis Guardian Program in accordance with Florida Statute 30.15. II. SCOPE : This directive shall apply to al l Sheriff's Office personnel. III. DISCUSSION : Florida Statute 30.15 (1)(k) allows the Sheriff’s Office to establish a public school Coach Aaron Feis Guardian Program to aid in the prevention or ab atement of active assailant incidents on public school pr emis es. IV. PROCEDURE : * A. Criteria for Certification as a Public School Guardian. * 1. Must complete 144 total hours of comprehensive firearm safety and proficiency training conducted by Criminal Justice Standards and Training Commission certified in structors, which must include: a. Firearms instruction based on the Criminal Justice Standard s and Training Commission’s Law Enforcement Academy training model – 80 hours , which must include at least 10 percent , but no more than 20 percent , more rounds fi red than associated with academy trai ning. Program participants must achieve an 85 percent pass rate on th e firearms training . b. Instruction in precision pistol – 16 hours . c. Discretionary shooting instruction using state -of-the-art simulator exercises – 8 hours . d. Instruction in active shooter or assailant scenarios – 16 hours . e. Instruction in defensive tactics – 8 hours . f. Instruction on legal issues – 4 hours . g. Instruction in Human Diversity training – 12 hours . 2. Must successfully complete on going training, weapon inspection, and fire arm qualification on at least an annual basis. B. Certi fication Upon Completion of the Coach Aaron Feis Guardian Program. 1. The Sheriff’s Offic e shall issue and maintain a Public School Guardian certificate for all individuals who are selected and meet all of the above -stated criteria. 2. The Sheriff ’s Offi ce shall maintain documentation on each appointed and certified Public School Guardian regarding weapon an d equipment inspections, as well as initial and ong oing training, certification , and qualification.
