PURPOSE : The purpose of this standard operating procedure is to establish the duties and responsibilities of the School Resource Section . II. SCOPE : This procedure shall apply to the School Resource Section and contracted personnel . III. DISCUSSION : The School Resour ce Section is tasked with promoting positive interaction while fostering safety and security at public K-8, middle, and high schools . The School Resource Deputy (SRD) serves as a positive role model and lends support to school administrators, faculty, and parents. IV. DEFINITION S: A. School Resource Section Deputy: A law enforcement deputy assigned to promote a law enforcement and school relations presence in the public K-8, middle, and high school facilities throughout unincorporated Hillsborough Cou nty. B. School Resource Section Corporal: A law enforcement corporal assigned to assist with the supervision and oversight of all operations, logistics, and administrative matters of the section. C. School Resource Section Sergeant: A law enforcement sergeant assigned to supervise and oversee all operations, logistics, and administrative matters of the section . V. PROCEDURE : A. School Resource Section personnel shall only p erform job duties and respon sibilities for which they have received proper training a nd authorization. B. Section personnel should have successfully completed an orientation related to their primary job duties prior to performing such job functions. C. Section personnel sh all be responsible for the proper inspection, cleaning, care, and maintenance of specialized equipment assigned to the School Resource Section . Such responsibilities sh all not exceed the scope of a deputy 's training or certification(s). D. Conditions and Authorization for Usage of the School Resource Section: 1. Section personnel shall keep a constant check on the weather and environmental conditions at their assigned school and shall make recommendations regarding safety associated with weather conditio ns that may impact the campus and student activities . 2. A supervisor may request the assistance of the School Resource Section for unscheduled events and/or in -progress incidents related to the schools or require additional staffing . A section supervisor sh all direct operations of school resource deputies. In the absence of a section supervisor, personnel shall DOS 325.00 08/03 /21 Page 2 of 3 operate under the direction of the Shift Commander for the respective district /division they are assigned . 3. Requests for the section's partici pation during events or activities after normal hours should be directed to the Division C ommander. a. Activities that will be conducted over an extended period or that involve travel outside of Hillsborough County must be authorized by the Department of Operational Support Commander . b. Public presentations related to the SRD program shall be approved by the Division Commander. c. Administrative operations shall be approved by the Division Commander . d. Training initiatives shall be approved by a s ectio n supervisor and properly vetted by the Training Division . E. All equipment repairs and/or maintenance of section equipment shall be performed by an approved technician or other person (s) authorized by a section supervisor. 1. Section supervisors shall perf orm monthly inspections of all equipment assigned to the section . These inspections shall be documented and reported to the Division Commander . 2. Specialized equipment within section vehicles , offices, or storage locations shall only be operated by p ersonnel properly trained in the use and function of the systems. 3. Section personnel may be provided with approved equipment and/or supplies necessary to accomplish assignments related to the section . F. Sworn s ection personnel shall perform pro -active l aw enforcement functions (e.g. , traffic stops, suspicious person checks, respond to emergency calls for service, assist as a secondary response unit to calls for service, etc.) when not actively engaged in duties related to school assignments as a schoo l resource deputy. G. Section personnel shall be responsible for presenting educational programs to K-8, middle, and high school students . The program material s shall be approved by the Division Commander and the School District of Hillsborough County. Personnel shall also be responsible for performing pro -active law enforcement functions on the school grounds and/or school -sanctioned events/activities . H. Section personnel shall schedule their vacations, days off, and other planned leaves of absence d uring non -student days or time periods whenever possible. I. Section personnel shall maintain positive relationships with their assigned school 's administration , faculty , parents, and representatives from the School District of Hillsborough County . J. Section personnel shall serve as a positive role model and me ntor to the student population at all times . When operational requirements permit, personnel shall participate in requests from the faculty, parents, and students to discuss issues related to law enforcement, crime prevention, safety, security, and legal compliance with existing laws. These presentations and any related materials shall be approved by a section supervisor. K. Administrative discipline of students is a function of the school 's admin istration and the School District of
