SUBJECT: RESERVE DEPUTY P ROGRAM
I. PURPOSE : The purpose of this standard operating procedure is to define guidelines for the
management and operation of the Reserve Deputy Program.
II. SCOPE : This procedure shall apply to all Sheriff's Office personnel.
III. DISCUSSION : The inherent nature of police work creates additional dema nds for required
manpower in situations such as riots, natural disasters, emergencies, or in supplementing police
operations. The Sheriff's Office maintains multiple Reserve Deputy Program Units to au gment
personnel in the performance of law enforcement services.
IV. DEFINITIONS :
A. Dual Association Deputy - A certified law enforcement officer who is both a reserve 3
deputy (by nature of their employment) and a reserve 1 deputy (by nature of
appoint ment by the Sheriff).
B. Law Enforcement Deputy - A person appointed by the Sheriff as a full -time law
enforcement deputy who has met the training requirements prescribed for full -time law
enforcement officers by the Florida Criminal Justice Standards an d Training Commission
and to whom law enforcement powers of the Sheriff are delegated pursuant to Florida
Law.
C. Reserve Deputy Liaison - A certified law enforcement deputy assigned to the Training
Division who is responsible for facilitating communicat ion between the Sheriff's Office
and the agencies whose employees have been appointed reserve deputies.
D. Reserve 1 Deputy - A person appointed by the Sheriff as a volunteer law enforcement
deputy who has met the training requirements prescribed fo r full-time law enforcement
officers by the Florida Criminal Justice Standards and Training Commission and to
whom law enforcement powers of the Sheriff are delegated pursuant to Florida Law, with
such limitations of authority as established by the Sheriff . Reserve deputies shall be
bonded with the coverage p rovided to law enforcement deputies.
E. Reserve 2 Deputy - A person certified as an auxiliary law enforcement officer and
appointed by the Sheriff who has met the training requirements prescribed by the Florida
Criminal Justice Standards and Training Commission for individuals who aid and assist
and who function while under the direct supervision, control, and company, or directly
accountable to a full -time or part -time law enforcement deputy . A rese rve 2 deputy has
the authority to arrest and perform la w enforcement functions under Florida Statute
943.1 0 (8), and State Attorney General Advisory Legal Opinion 93.64 .
F. Reserve 3 Deputy - A person certified as a law enforcement officer and employed b y
the Hillsborough County Public Transportation Commission, Hillsborough County School
District, or Hillsborough County Fire Rescue . Eligible candidates shall request to be
designated as a reserve 3 deputy by their employing agency and the approval of the
Sheriff .

V. RULES AND REGULATIONS :
A. Reserve deputies shall be subject to the rules, regulations, policies , and procedures of
the Sheriff's Office. The Division Commander may make amendments due to
operational needs.
B. Reserve deputies shall work a minimum of 20 volunteer hours per month , unless given
prior approval to work less by the Division Commander . Patrol shall be the primary
focus of volunteer service. If a reserve d eputy is not able to meet their required
volunteer hours, a memorandum in dicating the reason for not meeting the required
hours shall be submitted v ia the chain of command to the Division Commander.
1. Reserve deputies wishing to volunteer within the Homeland Security Division
must have written approval from the Homeland Sec urity Division Commander.
C. Reserve deputies are to log their volunteer hours on a monthly basi s by utilizing the
Reserve Timesheet Application on the Employee Intranet . Reserve deputies are
responsible for the accuracy and completeness of their timesh eets.
D. Reserve deputies shall log on via the Communicat ions Bureau, or via Mobile Data
Terminal (MDT), whenever they are working any assignment or detail for the Sheriff's
Office .
* E. The reserve deputy liaison shall review initial complaints or concerns made against
members of the Sheriff's Reserve Deputy Program. The reserve deputy liaison shall
forward substantive concerns or complaints to the chain of command or other
appropriate authority. Copies of all documents relating to separation s shall be forwarded
to the Personnel Processing Section through the reserve deputy liaison .
F. Volunteer hours are to be recorded on an hour -for-hour basis , unless otherwise directed
by the Division Commander or higher authority .
G. Reserve d eputies are require d to work a minimum of two parade details per year. One
of the parades must be a G asparilla parade. This requirement is waived for reserve
deputies who retired under the Florida Retirement System (FRS) within the preceding 6
months.
H. Reserve 1 deputi es shall have a minimum of two meetings per year to address updates,
issues, and co ncerns. Meetings can be called at the discretion of the chain of
command. Attendance at meetings is mandatory. If a reserve 1 deputy is not able to
attend the meeting due to an exigent circumstance, they shall
