PURPOSE : The purpose of this standard operating procedure is to define guidelines for the use of canceled warrant information. II. SCOPE : This shall apply to all Sheriff's Office personnel authorized to access and cancel warrant information. III. DISCUSSION : Personnel assign ed to the Warrant s Section, Records Transcription Unit , Communication s Bureau , and Central Booking require access to warrants that are no longer active, having been canceled by arrest or recal l. The Versaterm RMS (Records Management System ) will be used t o conduct an inquiry on canceled warrants. IV. DEFINITIONS : A. Recalled/Canceled Warrants - A cancellation notice applied to a warrant when the issuing court or agency requests that the warrant be returned /unserved. B. Versaterm RMS - The informal term use d to refer to the computer system in which warrant informa tion is maintained. V. PROCEDURE : Operating instructions and training for access to the Versaterm RMS system is provided by the Information Services Division . A. Direct Access - The ability to ac cess the computerized warrant file s by means of a terminal device shall be permitted on a "need to know" basis to Sheriff's Office personnel who require canceled warran t information in the discharge of their duties by the Information Services Division . B. Dissemination of Information - Release of information obt ained from Versaterm RMS may be granted to representatives of the following agencies , provided the y are made fully aware that the warrants are no longer active: 1. Police and governmental agencies who are responsible for enforcement of criminal laws. 2. State and federal prosecutors . 3. Municipal, county, state, and federal courts with criminal ju risdiction. 4. Correctional agencies , including parole and probation agencies. * C. Responsibility - The responsibility for maintaining the Versaterm RMS system and purging the canceled warrant files lies with the Information Services Division .
