PURPOSE : The purpos e of this standard operating procedure is to define guidelines for the apprehension and detention of military deserters and AWOLs. II. SCOPE : This procedure shall apply to all Sheriff's Office personnel. III. DISCUSSION : When it becomes known that a sp ecific person is wanted by military authorities and the pe rson is already in custody or the person's apprehension is or can be imminent, it is important that Sheriff's Office personnel be aware of the correct procedures to be followed. IV. PROCEDURE : A. When the Subject is Not in Custody: 1. When advised that a specific individual is wanted by military authorities, no action shall be taken to take the subject into custody until after the following has been accomplished: a. The Communications Center shall be requested to check the NCIC Wanted Person File to det ermine if the subject is wanted by military authorities. b. If a "hit" is not received, take no further action to apprehend the subject on a military authority "want." c. If a "hit" is received, ver ify the "hit" by phoning one of the following service representatives: (1) U.S. ARMY - United States Army Deserter Information Point, Fort Benjamin Harrison, Indiana , phone number (317) 542 -3354 or 3355. (2) U.S. NAVY - United States Navy Deserter In forma tion, Washington, D.C. , phone number (800) 336 -4974. (3) U.S. MARINE CORPS - Commandant, United States Marine Corps, Washington, D.C ., phone number (202) 694 -2927 or 2180. (4) U.S. AIR FORCE - United States Air Force Manpower Personnel Center, Randolph Air Force Base, Texas , phone number (512) 652-5118 or Headquarters USAF, Washington, D.C ., phone number (202) 767 -4807. * (5) U.S. COAST GUARD - National Command Center, Washington, D.C., phone number (202) 372 -2100. 2. If the "hit" is not confirmed as being active by a military service representative listed, take no further action to apprehend the subject. * 3. If the "hit" is active, record the name and rank of the person who provided the confirmation and the headquarters the person represents. A subject w anted solely on Federal warrants will no longer be booked into the Hillsborough County Sheriff’s Office jail facility. Take the subject into custody and transport to one of the following booking facilities: GEN 516.00 10/26 /21 Page 2 of 2 a. Sarasota County Sheriff’s Office 2020 Main Street, Sarasota, Florida 34237 Phone (941) 861 -4602 4. Originate an assist -other -agency incident report. B. When the Subject is in Custody: 1. When a subject is already in custody on another charge and is believed to be wanted by military authorities, confirm that information prior to booking, if possible. * 2. If it is determined that the subject is also wanted by military authorities, add the approp riate charge on a separate affidavit. The subject shall b e charged as a "Deserter" or as an "AWOL," as appropriate . The charge on the affidavit shall be followed by the branch of service concerned ( i.e., "Deserter - U.S. Army"). * 3.
