PURPOSE : The purpose of this standard operating procedure is to define guidelines for the enforcement of traffic laws and maintenance of a traffic records system. II. SCOPE : This procedure shall apply to all Sheriff's Office personnel. III. DISCUSSION : It is the responsibility of the Sheriff's Office to provide total law enforcement services to the public, which includes the enforcement of traffic laws , ordinances, and the investigation of traffic crashes. This responsibility includes the formulation of policy and procedure, development of effective enforcement techniques, allocation of personnel, and evaluation of the effectiveness of the traffic enforcement initiatives. IV. DEFINITIONS : A. Traffic Component - shall consist of the Unifo rm Patrol Districts – Traffic Section, Motorcycle Units , Radar Operators, and Traffic Directed Patrol Assignments. * B. Traffic Corporal - a law enforcement corporal designated in each Uniform Patrol District who shall be responsible for planning, monitor ing, analysis, supervision, coordination of the traffic initiatives, and provides information/recommendations to the District Commander . C. Traffic Records - All traffic crash reports, traffic citations, traffic warnings, traffic movement or distribution reports, or any other traffic -associated reports or inf ormation. V. PROCEDURE : A. It shall be the responsibility of all designated uniformed personnel of the Sheriff's Office to enforce the traffic laws, ordinances, and regulations of the State of Flori da relating to traffic, as well as to perform traffic -related investigations and surveys. B. Traffic enforcement personnel should be deployed in those areas having the greatest concentration of calls for service and traffic crashes, and at the times that data has shown these to occur. When deploying these un its, they should be informed of the types of problems occurring, the nature of enforcement action to take, and which measures would be most effective. Information collected over the most recent three -year period for the analysis of crashes and calls for service should be utilized for deployment. C. In cooperation with other county and state agencies, the Sheriff's Office shall maintain an electronic traffic records system , which is capable of providin g information rapidly and accurately to field personnel who are performing the primary traffic functions. The electronic traffic records system shall comply with all federal, state, and local reporting requirements . D. In addition to providing current tr affic crash and traffic citation data to Sheriff's Office personnel, the electronic traffic records system shall facilitate the daily transfer of traffic crash and traffic citation data to the State of Florida Department of Highway Safety and GEN 510.01 03/03/21 Page 2 of 3 Motor Vehicle s, the Hillsborough County Clerk of the Circuit Court, and other approved entities. 1. Special Investigations Division - The Crime Analysis Unit shall produce statistical and/or other reports associated with traffic crash and traffic citation data/activit y, which is distributed to designated organizational components throughout the agency at intervals determined by the Command Staff. a. Traffic Data Monthly Summaries : (1) Monthly Activity Summary ( basic information on assigned calls for police servi ce) - Forwarded to the District Commander in cha rge of each district. (2) Monthly Crash Summary - Forwarded to the Traffic Corporal in each district. (3) Monthly Citation Summary - Forwarded to the Traffic Corporal in each district. b. Traffic Data Daily Summaries: The Crime Analysis Unit shall maintain the capability to produce: (1) Daily activity summary. (2) Daily crash summary. (3) Daily citation summary. 2. The Records Section shall maintain and reproduce investigative reports and/or other publi c records associated with traffic crashes and traffic c itations for distribution in accordance with applicable state guidelines. a. Traffic Crash Reports/Other Data: (1) Maintain files that contain all crash reports and investigative actions. (2) Maintain files that contain all traffic homicide reports. (3) Maintain files that contain photographs and/or digital media. (4) Distribute crash reports as required by state statute. (5) Provide copies of all traffic crash fatalities to Hillsborough Cou nty Traffic Engineering for use in assessing engineerin g deficiencies. 3. Florida Department of Highway Safety and Motor Vehicles compiles information regarding: a. Crash facts - Geographic, temporal , and causative analysis of traffic crashes occurring t hroughout the State of Florida. b. Crash records/investigations. c. Statewide crash analysis by code. E. Roadway Hazard Reports - Hazardous roadway conditions or deficiencies will be verified and appropriate action taken. Those conditions that cannot be corrected by law enforcement personnel will be refe rred to the appropriate outside agency. 1. Complaints or suggestions , which are received or referred to the Communications Bureau , will be logged and forwarded to the proper agency for analysis and co rrection of deficiencies. 03/03/21 GEN 510.01 Page 3 of 3 2. Written complaints or suggestions received by the Sheriff's Office shall be referred to the respective Traffic Corporal who will record, evaluate, and forward the complaint or suggestion to the proper agency for analysis and co rrection of
