PURPOSE: The purpose of this standard operating procedure is to define the guidelines for displaying respect for the American Flag and the National Anthem, consistent with custom and tradition. II. SCOPE: This procedure shall apply to all Sheriff's Office personnel. III. DISCUSSION: All Sheriff's Office personnel shall ren der due respect and courtesy to the American Flag and the National Anthem. IV. PROCEDURE: A. National Anthem (Flag Not Displayed) - When the National Anthem is played and the American Flag is no t visible, all personnel shall stand at attention and face the direction of the music. 1. Uniformed deputies wearing hats shall render a military salute, beginning with the first note of the anthem music and held until the last note, unless actively engag ed in the performance of required duties. If a formation includes deputies without hats and deputies with hats, those wearing hats will render a military salute, and those not wearing hats will render a civilian salute. 2. Individual uniformed deputies n ot wearing hats and not in a formation and non-uniformed personnel shall render a civilian salute, unless actively engaged in the performance of required duties. 3. In a group formation consisting of uniformed deputies not wearing hats and non -uniformed pe rsonnel, all shall render a civilian salute during the anthe m. B. National Anthem (Flag Displayed) - When the National Anthem is played and the American Flag is displayed: 1. Uniformed deputies wearing hats shall face the Flag and render a military salut e, unless so doing interferes with the performance of required duties. If a formation includes deputies without hats and deputies with hats, those wearing hats will render a military salute, and those not wearing hats will render a civilian salute. 2. Individual uniformed deputies not wearing hats and not in a for mation and non-uniformed personnel shall face the Flag and render a civilian salute, unless actively engaged in the performance of required duties. 3. In a group formation consisting of uniformed deputies not wearing hats and non -uniformed personnel, all shall face the Flag and render a civilian salute. C. During ceremonies such as the pledge of allegiance or the raising or lowering of the Flag, all present shall face the Flag. a. Uniformed deputies wearing hats shall render a military salute, unless actively engaged in the performance of required duties. If a formation includes deputies without hats and deputies with hats, those wearing hats will r ender a military salute, and those not wearing hats will render a civilian salute. b. Individual uniformed deputies not wearing hats and not in a formation and non -uniformed personnel shall render a civilian salute, unless actively engaged in the performan ce of required duties. c. In a group formation consisting of uniformed deputies not wearing hats and non -uniformed personnel, all shall render a civilian salute. 2. In a procession, the Flag shall be saluted from a position of attention with the salute re ndered at the moment the Flag passes. a. Uniformed deputies wearing hats shall render a military salute, unless actively engaged in the performance of required duties. If a formation includes deputies without hats and deputies with hats, those wearing ha ts will render a military salute, and those not wearing hats will render a civilian salute. b. Individual uniformed deputies not wearing hats and not in a formation and non -uniformed personnel shall render a civilian salute, unless actively engaged in the performance of required duties. c. In a group formation consisting of uniformed deputies not wearing hats and non -uniformed personnel, all shall render a civilian salute. V. PROCEDURE FOR SALUTING: A. Military Salute 1. The military salute shall be rend ered from a position of attention, standing erect with shoul ders back, chest out, stomach in and heels together with toes slightly pointed outward. 2. The right forearm shall be inclined at a left 45 -degree angle with the upper arm parallel to the ground a nd the elbow slightly forward. 3. The tip of the right forefinger shall touch the hat brim slightly to the right of the right eye with thumb and fingers extended and joined. The hand and wrist shall be in a straight line with the palm slightly inward. B. Civilian Salute 1. The civilian salute shall be rendered f rom a position of attention (Procedure for Saluting V. A.). 2. Non-uniformed male personnel wearing hats shall remove the hat and hold it in the right hand against the left shoulder, with the righ t hand over the heart. 3. Non-uniformed female personnel with or without a hat and male personnel without a hat shall place the right hand over the heart with the 12/05/96 GEN 111.00 Page 3 of 4 palm inward and the hand in an open position with fingers and thumb together.
