SUBJECT: CADET TRAINING; CADET HONOR CODE
I. PURPOSE : The purpose of this directive is to standardize the guidelines regarding cadets in
the Sheriff’s Training Academy .
II. SCOPE : This procedure shall apply to all Sheriff's Office cadets .
III. DISCUSSION : The goals of training are to teach cadets the val ues and philosophies of the
organization and focus on operatio nal directives. Training should expand knowledge and
increase proficiency in all areas of law enforcement and detention . All cadets , prior to assuming
sworn status, shall take an oath to suppo rt, protect, and defend the Constitution and
Government of the United States and of the State of Florida. All sworn deputies, consistent with
the oath of office, shall enforce the laws and faithfully perform the duties of a Deputy Sheriff of
Hillsborough County, Florida.
IV. DEFINITIONS :
A. Cadet - A law enforcement or detention deputy trainee enrolled in the Sheriff’s Training
Academy (STA) .
B. Cadet Honor Code - A set of prin ciples and standards governing cadets ’ behavior which
promote ethical an d professional responsibility deemed essential to the development of
law enforcement and detention deputies worthy of public trust.
C. Cadet Observation Form - Documentation completed by an instructor or trainer
detailing accomplishments or deficiencies of a cadet during training. The observation
form becomes a permanent training record retained by the Training Division.
D. Class Coordinator - A member of the Training Division desi gnated by the Training
Division Commander as the coordinator for a speci fic Sheriff’s Training Academy class.
This individual is delegated the authority from the Division Commander to make
decisions and to issue directions to other instructors or trainers regarding the operation
of the class. The class coordinator shall answ er to their section supervisor.
* E. Instructor /Trainer - Select members of the Sheriff's Office who possess recognized
knowledge of a required subject are qualified to instruct by the Criminal Justice
Standards and Training Commission (CJSTC) , Florida Department of Law Enforcement
(FDLE) , and/or Sheriff's Office standards, and are deemed capable of effectively
presenting subject matter in a manner conducive to student comprehension and
retention.
F. Remedial Training - A review of previously taught info rmation and /or procedures.
During the Sheriff’s Training Acad emy (STA) , remedial training shall be governed by the
rules of the CJSTC. After a cadet has successfully completed and passed the State
Officer Certification Exam (SOCE) , all remedial training shall be administered on a
case -by-case basis , and the cadet will be evaluated by members of the Training
Division .

G. Sheriff’s Training Academy (STA) - Area of the Training Division that oversees
the Florida Basic Recruit Training Program and CJSTC advanced/specialized
training.
H. Sheriff’s Training Academy Cadet Guide - A procedural manual that is provided to
cadets while enrolled in the STA. This manual is not Sheriff’s Office policy but shall
serve as a guide to be used by both cadets to ensur e satisfactory job performance and
by members of the Training Division in the day -to-day operations of the S TA. This guide
is a Florida Administrative Code requirement for any CJSTC certified facility.
V. PROCEDURE :
A. Each cadet is required to successfully complete all components of training, receiv e
instruction , and demonstrat e proficiency in various areas of law enforcement or
detention duties and responsibilities.
B. Evaluation and Remediation:
1. Evaluation of the cadets ’ response to tr aining will be one of the factors
considered in determining suitability to become a permanent member of the
Sheriff's Office. Cadets will be evaluated by instructors and shall successfully
complete all areas of training.
a. Cadets will be evaluated and tested throughout the course of their training
in a series of practical and written examinations and must obtain a
minimum achievement score of 80% ( when appropriate) and must pass
all other tests or evaluations during the course of their training.
b. Cadets may not fail more than two chapter tests or a ny practical
examination during the S TA. Any cadet who fails two chapter tests during
the course of their traini ng is subject to review by the Training Division
Commander , or designee , for the purpose of de termining the cadet’s
suitability to continue in the training program. High-liability exams do not
constitute a chapter exam and will be considered separate ly when
determining test failures. A cadet may only fail each high -liability
examination one time. After a failure, the cadet must pass with a
minimum score of 80%.
c. Before all written tests are given , each cadet must sign a “Disclosure
Form” indicating they are prepared for the test. A cadet unable to take a
scheduled test or re-test shall be addressed on an individual basis.
