PURPOSE : The purpose of this standard operating procedure is to establish requirements for training programs of the Sheriff's Office. II. SCOPE : This procedure shall apply t o all Sheriff’s Office personnel attending training events primarily schedu led, managed, or conducted by the Training Division . * III. DISCUSSION : The Sh eriff’s Office is committed to providing the highest standards in its training programs and practical training exercises. These programs require successful attendance and comp letion of course objective s through various training initiatives , such as roll call, in-service, specialized, advanced, leadership , and remedial training . IV. DEFINITIONS : A. Absorb Learning Management System (Absorb ™ LMS) - A computerized database utilized by the Training Division and Sheriff’s Office personnel to announce, s chedule, update, record , and monitor per sonnel par ticipation in Sheriff’s Office approved training sessions . B. Advanced Training - Post-academy training designed to improve and update the knowledge, skills, and abilities of Sheriff’s Office personnel that may qualify for salary incentive comp ensation a s recognized by the Florida Department of Law Enforcement (FDLE). C. Authorized Absence - An absence authorized by higher au thority due to illness, court appearances, or other valid basis. D. Career De velopment and Lea dership Training - Post-academy training designed to indoctrinate, enhance, and train Sheriff’s Office personnel in diverse fields of knowledge and/or promotion al opportunities. E. Florida Criminal Justice Standards and Training Commission (CJSTC) - A Sta te of Florida organizational compo nent that develops, implements, and governs mandatory certification standards and training requirements for all certified law enforcement and detention personnel throughout the state. F. In-Service Traini ng - Curriculums created by the Training Division to update personnel through direct instruction on current directives, legal issues, practices, techniques, guidelines, and req uirements associated with their respective job classification, duties , and responsibilities. G. Remedial Training - Post-academy training designed to address deficiencies in the knowledge, skills, and /or performance of Sheriff’s Office personnel. H. Roll Call Training - A brief presentation delivered through direct instruction, pri nted material s, or electronic media that provides general information to Sheriff’s Office GEN 220.00 03/02/23 Page 2 of 6 personnel during roll call sessions and /or other scheduled meetings within organizatio nal component s of the Sheriff’s Office. * I. Sheriff’s Training Academy (STA) - Area of t he Training Division that oversees the Florida Basic Recruit Training Program and CJSTC advanced/specialized training. J. Specialized Traini ng - Post-academy trainin g designed to improve and update the knowledge, skills, and abilities of Sheriff ’s Office personne l, but does not qualify for salary incentive compensation. K. Training Program Attendance Documentation - All training programs co nducted by the Training D ivision shall utilize an attendance roster for each session. Attendance shall be documented for each training day and may be con ducted during unannounced times to ensure student attendance. L. Unauthorized Absence - Personnel scheduled to attend train ing sessions that do not successfully complete all training objectives due to an un authorized absence shall be rescheduled for the next available training session and may be subject to disciplinary action . V. PROCEDURE : A. The Training Division shall be responsible for the comprehensive research, development, implementation, evaluation, and revision of training programs for the Sheriff’s Office. B. The Training Division shall be responsible for identifying and scheduling qualified instructors and /or sub ject matter experts to provide instructional training curricula and /or programs for the Sheriff’s Office . Instructor requests f or training sessions scheduled through the Training Division shall be forwarded to the requested instructor’s primary chain of c ommand for review /approval. C. The Training Division shall be responsible for manag ing the Absorb™ LMS computerized database t o announce, schedule, update, and record personnel participation , training, and proficiency in Sheriff’s Office approved trainin g classes. D. The Training Division shall be responsible for managing approv ed in-service training, specia lized training, ad vanced training, external training, career development training, leadership training, remedial training, and other approved trai ning programs that incur no costs . * E. The Training Division will work in conjunction with the Professional Standards Bureau, Procedur al Detective , to disseminate all agency us e-of-force policies to personnel autho rized to carry w eapons. F. The Trainin g Division shall ensure all requirements for mandatory cert ification standards and training initiatives established by the CJST C are provided to applicable Sheriff’s Office personnel. * G. The Florida Basic Recruit Training Program for law enforcement and detention cadets is conducted through the Sheriff’s Training Academy
