Parking of vehicles at Public Parks
This training bulletin is to notify all Garden Grove Police Department personnel that changes
have currently been made to the rules and regulations regarding the use of public park facilities
with the City of Garden Grove. This change is directly related to oversized vehicles, trailers, and
mainly Recreational vehicles .
RULES AND REGULATIONS:
No person shall park, cause to be parked, or remain inside of any oversized vehicle within any
City Park without first having obtained a 7 Amended & approved by COOP 11/10/22 permit to do
so from the Director or his/her Designee. For the purposes of these rules an oversized vehicle is
any vehicle, motorized or non - motorized that exceeds twenty feet (20’) in length or eighty
inches (80”) in width. Notwithstanding the length and width requirements for an oversized
vehicle, the following vehicles shall also b e considered oversized vehicles for the purpose of
these rules; (1) Buses as defined in the California Vehicle Code; (2) Trailers, including boat
trailers, and semitrailers, as defined in the California Vehicle Code, and standalone boats not
connected to t railers; and (3) Recreational vehicles as defined by Garden Grove Municipal
Code Section 10.56.115.
** It is essential that all Police personnel determine that the subjects are not just passing
through, and that Homeless Outreach Services are provided in a ppropriate circumstances. **
Process:
1) Officers/Investigators will contact subjects within the Recreational vehicle parked at the public
park facility. Contact will be through a consensual encounter, or a detention in lieu of an
observed violation. Sub jects will be advised that due to violation of GGMC 8.40.040, park rules,
a formal advisement will be documented under their name table in the “Comments” section.

-If the subject refuses to leave, then the subject may be arrested for violation of GGMC
8.12.010(A)(7)(b), trespassing.
2) If the subject and Recreational vehicle are contacted a second time at any public park facility,
confirm that an advisement has previously been documented. Once confirmed, the subject can
be arrested for the violation of GGMC 8.12.010(A)(7)(b), trespassing, or any other observed
violations. The Recreational vehicle can now be towed for the appropriate t ow section.

8.12.010 Designated —Trespass Defined
A. A person is guilty of disorderly conduct, if, with a purpose to cause public danger, alarm,
disorder, nuisance, or if the knowledge that he or she is likely to create such public danger,
alarm, diso rder, or nuisance he or she willfully:
7. Commits a trespass on residential property or on public property. “Trespass” for the
purpose of this chapter means:
b. Entering upon or refusing to leave, any public property in violation of regulations,
promulgated by the official charged with the security, care, or maintenance of the property and
approved by the governing body of the public agency owning property, where such regulations
have been conspicuously posted or where immediately prior to such entr y, or subsequent
thereto, such regulations are made known by the official charged with the security, care, or
maintenance of the property, his or her agent or a police officer.
3) Subject can now be suspended from all Garden Grove City Parks for 30 days:
Persons and/or organizations found in violation of any of the rules listed herein shall be guilty of
disorderly conduct and shall be ejected/suspended from the park where the violation occurred
and/or all parks within the City of Garden Grove for a period of time and may be subject to
misdemeanor charges.
The period of time in which a person is prohibited from returning to the park is approximately 30
days from the date of the violation. The suspension is to be documented within the subjects
name table wi thin the “Comments” section.

- If the subject is contacted at any public park facility at any time of the day during the
suspension, then the subject can be arrested for viol ation of GGMC 8.12.010(A)(7)(b),
trespassing.
The words “park” and “public park facilities” when used herein shall include all recreational land
administered by the City of Garden Grove including buildings and improvements thereon, and
include:
