Amir El -Farra , CHIEF OF POLICE Professional Standards Division NUMBER: 2023 -03 ISSUED: March 29 , 2023 Known Suspect Notification This training bulletin was created in efforts to keep patrol and field personnel abreast of known/confirmed suspects who have been identified during ongoing investigations. The following procedure is intended to increase the apprehens ion efficiency of known suspects that may be frequently contacted by uniformed personnel. Step 1) Once an investigator identifies a known suspect in a documented crime, the investigator will ensure the suspect is added as such to the corresponding investig ation. TRAINING BULLETIN Step 2) Once the suspect has been attached to the involvements tab in the corresponding investigation, open the specific suspect’s profile under the names tab in Flex. Step 3) Open the involvement tab along the top left corner of the tool bar, beside the suspect’s photo. This will list any corresponding associations or violations with past documented contacts in RMS. Step 4) Click the “Add” icon along the top left corner of the tool bar. Step 5) In the “Type” field, type the letters “ MI”, to auto -populate the “table of miscellaneous involvements”. Then move the cursor over and click on the two -way directional arrow icon to input an associated record numbe r. Step 6) Click the “Add” icon at along the top of the tool bar to create an associated record ID number for the miscellaneous involvement entry. Next, enter whatever information you feel necessary to be conveyed to corresponding officers / uniform personnel in the field. Step 7) After clicking “Accept”, click the “Use” icon with the two -way directional arrow icon. The corresponding record number will now be associated to the miscellaneous involvement under the suspect’s in -house record. Step 8) Click on the drop down arrow under the “Relationship” field and type in “susp” to select “REPORT SUSPECT”. Click “Done” to complete the miscellaneous involvement record association with the identified suspect. Step 9) Select the “Table of misc involvement” record, with the corresponding record number, date and description you just created. (Important) Next, click on the “Warn” icon along the top tool bar. The description type should now be highlighted in red. Step 10) Verify the suspect’s profile has been updated with the corresponding miscellaneous involvement record on Flex Mobile, to ensure it is clearly visible for patrol / uniform personnel who may / will likely contact the suspect in the field. Step 11 ) Patrol / Uniform personnel shall contact investigators to notify them of their contact with the suspect. The officer who has contact with the suspect shall confirm with the assigned investigator if the case is still active and whether or not probable cau se still exists to arrest the suspect. If the case is active and probable cause still exists , either the contacting officer or investigator may affect the arrest and continue the investigation, through suspect interviews and jail processing. Step 12) Arres ting officers / investigators shall deselect the “Warn” tab, within the names tab in full Flex, immediately to ensure no future discrepancies or miscommunications occur.
