Field Interview Guidelines - Spillman Entry procedures
Field interviews are a productive tool and source of information for the police department. They
should be used only in the pursuit of legitimate goals of the department and not to harass any
segment of the community. When used properly, they can discourage criminal activity, identify
suspects and add intelligence information to the files of know n criminals.
As the department transitioned to a new CAD/RMS system, the availability of current and timely
FI’s and the information that can be obtained from them has diminished. To better improve the
timeliness of the input of field interviews and to t rack the involvements of different individuals at
various incidents, officers will now be responsible for entering all their FI’s into the Spillman
CAD/RMS. Gang FI’s will be excluded from this procedure and the use of paper FI’s will continue
per training guidelines and department policies.
As discussed in General Order 5.05, Field Interview Policy, all gang related FI’s are to be signed
by a supervisor then forwarded to the Crime Analysis Unit for review and input. The hard co py of
the Gang FI and any related photos are then forward to the Gang Intelligence Officer for entry into
the Cal -Gang system if all the input requirements are met.
Regular FI’s and any associated photographs conducted during an officer’s daily duties wil l be
entered into the Spillman RMS system after the incident concludes. Paper FI’s for these
incidents will no longer be needed because the FI information obtained is being input into
Spillman immediately . Officers will follow the FI entry guidelines discu ssed in this training bulletin.

SPILLMAN: FIELD CONTACT/INTERVIEW ENTRY -used for regular FI’S
INCIDENT PAGE Tab:
The call ticket will generate the majority of the information needed: DATE, TIME, LOC,
RESP OFFICER , etc.
CLEARANCE: Select FIELD INTERVIEW CARD from the drop down menu.
DISPOSITION: Select CLOSED CASE
CIRCUMSTANCES: Select all involved, TRANSIENT, STREET, BUSINESS, ETC…
NO M.O. INFO IS NEEDED AS NO CRIME HAS BEEN COMMITTED. LEAVE THIS BLANK
PAPER FI’S ARE NO LONGER NEEDED, UNLESS GANG INVOLVEMENT . 186.22PC
ADVISEMENT, THUMB PRINT, SIGNATURE AND PHOTOS ARE TO BE DONE WITH THE
ORGINAL (PAPER) FI CARD FOR COURT PURPOSES.

OFFENSES Tab:
No Offense This is not a Crime Report
If the incident involves any possible association with a crime, it should be described in the
incident narrative. For example, loitering in a high crime area related to commercial
burglaries.
PERSONS Tab:
SEARCH FOR LOCAL HITS FIRST . Numerous entries fo r the same person have been found
in Spillman. It is important not to duplicate same entries.
ADD ALL PERSONS involved with the call. Include ALL identifying information.
If businesses are associated, add them to the call.
VEHICLES Tab:
Enter all related vehicles (If not already in a local contact) and ensure they are attached
to any persons known to drive the vehicle.
PROPERTY Tab:
THIS TABLE WILL NORMALLY NOT BE USED BUT ENTRY OF ITEMS CAN BE MADE IF
NEEDED.

NARRATIVE Tab:
The SYNOPSIS PAGE will be the only area completed. No additional supplemental report
forms need to be created, unless other actions are needed (ie. CSI Form).
This should be completed the same as a FI Card Narrative. Ensure all appropriate
information is listed, including why each person/business, vehicle is attached to the FI
entry.
SUBMITTING FOR APPROVAL
Submit all Field Interview/Contact entries to “WATCH COMMANDER” for approval.
ASSIGNED GROUP: WATCH -COMMANDER STATUS: “QC” (QUALITY CONTROL)
MESSAG E: FI Entry
SERGEANTS will review the FI incident then (CMPLT) complete the workflow
CAU will have the ability to review all FI’s and route them when appropriate
