Thomas DaRé, CHIEF OF POLICE NUMBER: 2019 -03 Professional Standards Division ISSUED: January 15, 2019 Bail Enhancement s The purpose of this training bulletin is to inform Officers of the procedure for bail enhancements and to provide them with the new forms required for obtaining a bail enhancement. A bail enhancement should be considered when ar resting suspect s for violent or serious crime s. The County of Orange has a bail schedule, which l ists the amount of bail for specific crimes. A suspect can post bond or can be released with a promise to appear during the arraignment . Suspects being released for a violent or serious crime can leave the public and or victims in further danger. Increasing the bail can keep a suspect in custody and potentially stop a future crime from occurring to witnesses and victims . A bail enhancement can also keep the suspect in custody and prevent a suspect fleeing the country to avoid prosecution. Contact the Orange County Jail - IRC at 714 -647-6040 and notify them that you will be sending over a bail enhancement for the suspect. The Deputy at the IRC should direct you to the Pre -Trial Services Officer. Complete the bail enhancement forms, fax coversheet , and fax them to 714 -647-4815. If there is probable cause to believe that any portion of the bail money was obtained by illegal means , a bail hold can be requested , along with the bail enhancement . If this is the case, c heck yes to number 7 , and complete PC 1275.1 section of the form with your reasoning. The Deputy or Pre-Trial Services Officer should notify the handling Officer if the Judge grants or denies the bail enhancement. Below are screenshots of the current bail enhancement forms as of January 2019. Located on the P -drive under the “BAIL ENHANCEMENT FORMS 2019” folder are the attached documents.
