702.1 PURPOSE AND SCOPE
Employees are responsible for assisting in maintaining Department vehicles so that they are
properly equipped, properly maintained, properly refueled and present a clean appearance.
702.2 DEFECTIVE VEHICLES
When a department vehicle becomes inoperative or in need of repair that affects the safety of
the vehicle, that vehicle shall be removed from service for repair. Requests for repair and/or
maintenance of police vehicles are completed on a Repair Request Form (B.O. slip). the form
must be completed in sufficient detail to assist City Yard employees in correcting the problems.
During normal working hours, the vehicle, if drivable, may be taken directly to the City Yard or
other specified location for repairs; otherwise the vehicle should be secured and left in the police
parking lot.
A Division Lieutenant will be assigned the responsibility of monitoring the status of all vehicles
sent to the City Repair and/or maintenance.
702.2.1 DAMAGE OR POOR PERFORMANCE
Vehicles that may have been damaged, or perform poorly shall be removed from service for
inspections and repairs as soon as practicable. The Administrative Services Division Commander
is responsible for the maintenance, replacement and acquisition of all police vehicles.
702.2.2 SEVERE USE
Vehicles operated under severe-use conditions, which include operations for which the vehicle
is not designed or that exceed the manufacturer’s parameters, should be removed from service
and subjected to a safety inspection as soon as practicable. Such conditions may include rough
roadway or off-road driving, hard or extended braking, pursuits or prolonged high-speed operation.
702.2.3 REMOVAL OF WEAPONS
All firearms, weapons and control devices shall be removed from a vehicle and properly secured
in the department armory or gun safe prior to the vehicle being released for maintenance, service
or repair.
702.3 VEHICLE EQUIPMENT
Certain items shall be maintained in all department vehicles for emergency purposes and to
perform routine duties. Equipment from one unit shall not be moved from that unit into any other
unit without the permission of a supervisor.
702.3.1 PATROL VEHICLES
Officers shall inspect the patrol vehicle at the beginning of the shift and ensure that the following
equipment, at a minimum, is present in the vehicle:

•6 Orange traffic cones
•1 Fully charged fire extinguisher
•1 Roll-a-tape
•1 Set of jumper cables
•1 "Stop Stick" tire deflation device
Each marked patrol vehicle will have at least the following equipment installed or mounted, which
shall be in good working order:
•Red, blue and amber lights installed on the vehicle roof
•A siren
•A public address system
•A mobile radio transceiver
•A locking shotgun rack with a loaded Benelli Super 90, 12 gauge semi-automatic
shotgun
•Left and right side alley lights
•Two hand-operated directional spotlights
•A Mobile Computer Terminal
•ETS Tracking System (In selected patrol units)
•"LoJack" Stolen Vehicle Recovery System (In selected patrol units)
•Less lethal shotgun
702.3.2 UNMARKED VEHICLES
An employee driving unmarked department vehicles shall ensure that the minimum following
equipment is present in the vehicle:
•1 First aid kit
•1 Ballistic helmet
•1 Active shooter vest
•1 Police jacket and/or polo
•1 Police raid vest

DepartmentVehicle Maintenance - 3702.4 VEHICLE REFUELING
Employees will fuel their assigned vehicles at the end of each shift or workday. Vehicles are to be
fueled using only the card assigned to that specific vehicle.
In the event that the gas pumps fail to operate, a supervisor must be notified. Units may be fueled
at the City Yard gas pumps using the unit's gas card.
702.4.1 FLUID LEVELS AND TIRE PRESSURE
Employees are required to check all of the fluid levels of the vehicle (oil, coolant, battery and
power steering) each time the vehicle is fueled. All tires should be checked for proper tire inflation
pressure. Oil is available at both fueling locations
Oil for police motorcycles is obtained from the City Yard.
Absent emergency conditions or supervisor approval, officers driving patrol vehicles shall not place
a vehicle in service that has less than one-quarter tank of fuel. Vehicles shall only be refueled at
the authorized location.
702.5 WASHING OF VEHICLES
All units shall be kept clean at all times and weather conditions permitting, shall be washed as
necessary to enhance their appearance. The city contracts with a local car wash to vacuum the
interior and wash the exterior of all department vehicles. The city also contracts with a mobile
car wash company to vacuum and wash the available marked patrol units two (2) days a week.
Employees who work day shift or during normal business hours are encouraged to take vehicles
to the car wash on a regular basis.
