Published with permission by Garden Grove Police DepartmentMost Wanted Fugitive Bulletin - 1Most Wanted Fugitive Bulletin 610.1 POLICY Most Wanted Fugitive Bulletins are a source of information for members of the department and for police agencies in neighboring counties. The bulletins should be used only in the pursuit of legitimate goals of the department and not to harass any segment of the community. When used properly, they can aid in the locating and apprehension of dangerous criminals. 610.2 CRITERIA FOR SELECTING SUBJECTS Any member of the department may submit a subject to be included in the bulletin if he meets the following criteria. (a)Subject must have a valid warrant on a Garden Grove Police Department case. Probable cause wants or outside agency warrants are excluded unless they are supplemental to a Garden Grove Police Department warrant. Warrants will be verified prior to the disbursement of the bulletin. (b)Other means to locate the subject have failed. Priority for Selecting Subjects: (a)First priority will be given to subjects wanted for violent offenses. (b)Second priority will be given to those subjects where there is a strong likelihood they will continue to commit similar crimes, absent apprehension. (c)Other felony warrants. 610.3 ADMINISTRATION OF PROGRAM The Investigation Commander or their designee will be responsible for the final selection of the subjects to be included in the bulletin. The most wanted list may include an unlimited number of persons, however, only ten persons will be included in the bulletin. The bulletin will be published quarterly. The bulletins will be posted on the GGPD website for public viewing. 610.4 PURGING OF SUBJECTS (a)Subjects will be canceled when they are apprehended; or, (b)During the quarterly review it is determined that the subject no longer fits the criteria for one of the top ten wanted persons. 610.5 MINIMUM INFORMATION CONTAINED IN BULLETIN (a)Names used by suspect Garden Grove Police Department Policy Manual Most Wanted Fugitive Bulletin Copyright Lexipol, LLC 2022/05/18, All Rights Reserved. Published with permission by Garden Grove Police DepartmentMost Wanted Fugitive Bulletin - 2(b)Physical description, including physical oddities (c)Photograph (d)Case number (e)Warrant number (f)Bail amount (g)Crime suspect is wanted for (h)Brief synopsis of crime committed (i)Disclaimer, reminding officers to validate want prior to making arrest (j)Any other information to assist in locating the suspect and reducing the risk to the arresting officer 610.6 DISBURSEMENT OF BULLETIN All employees of the police department will receive a copy of the bulletin. Copies will be posted in the following locations within the police facility. (a)Communications (b)Briefing Room (c)Print Room All local, state, and federal agencies in Orange, Los Angeles, San Diego, Riverside and San Bernardino counties will receive a copy. Copies of the bulletin may also be distributed to the news media or local businesses. 610.7 RECEIPT OF INFORMATION PROCEDURES During business hours the investigator sergeant will be responsible to receive and take appropriate action on any information collected. (a)Dispatch patrol units or investigators to make immediate apprehension; or (b)Forward information to case investigator for follow-up investigation. After business hours, all calls will be forwarded to Communications. Based on the information received, Communications personnel will: (a)Dispatch patrol personnel to make an immediate apprehension; (b)Notify the outside jurisdiction where the suspect may be located and the nature of the want; (c)Have the case investigator notified so that immediate follow-up can be started; or, (d)Forward the call to the expediter unit so that a supplemental report can be taken under the DR number listed on the bulletin. This option will only be used on "cold information" where it appears the likelihood of an immediate arrest would be extremely limited.
