1002.1 PURPOSE AND SCOPE
The purpose of this policy is to establish guidelines for promotions and for making specialty unit
assignments within the Garden Grove Police Department.
1002.2 POLICY
The Garden Grove Police Department determines assignments and promotions in a non-
discriminatory manner based upon job-related factors and candidate skills and qualifications.
Assignments and promotions are made by the Chief of Police.
1002.3 SPECIALTY UNIT ASSIGNMENT POSITIONS
The following positions are considered non-patrol specialty unit assignments and not promotions:
(a)Traffic Collision Investigator
(b)Motorcycle Officer
(c)Special Investigations Unit
(d)Youth Services Unit
(e)Crimes Against Persons Unit
(f)Crimes Against Property Unit
(g)Gang Suppression Unit
(h)Community Impact Unit
(i)Gang Suppression Unit Investigator
(j)K-9 Officer
(k)School Resources Unit
(l)Personnel Sergeant
(m)Internal Affairs Sergeant
1002.3.1 GENERAL REQUIREMENTS
The following requirements should be considered when selecting a candidate for a specialty unit
assignment:
(a)Three years of experience
(b)Regular statue (off probation)
(c)Exceptional skills, experience, or abilities related to the specialty unit assignment
1002.3.2 EVALUATION CRITERIA
The following criteria will be used in evaluating candidates for a specialty unit assignment:
(a)Presents a professional, neat appearance.

DepartmentSpecialty Unit Assignments - 2(b)Maintains a physical condition that aids in his/her performance.
(c)Expressed an interest in the assignment.
(d)Demonstrates the following traits:
1.Emotional stability and maturity
2.Stress tolerance
3.Sound judgment and decision-making
4.Personal integrity and ethical conduct
5.Leadership skills
6.Initiative
7.Adaptability and flexibility
8.Ability to conform to department goals and objectives in a positive manner
1002.3.3 SELECTION PROCESS
The selection process for a specialty unit assignment are available at the Garden Grove Human
Resources Office and/or in the Garden Grove Police Association Memorandum of Understanding
(MOU).
1002.4 PROMOTIONAL REQUIREMENTS
Requirements and information regarding any promotional process are available at the Garden
Grove Human Resources Office and/or in the Garden Grove Police Association Memorandum of
Understanding (MOU).
1002.5 TEMPORARY ASSIGNMENT OF PATROL PERSONNEL
For the purpose of strengthening the investigative process, enhancing career development for
the individual patrol officer, and creating a pool of patrol officers with investigation experience,
the Chief of Police may implement a program which allows patrol personnel to rotate through an
investigative component of the department under the following guidelines.
(a)The unit where the officer will be temporarily assigned does not have an unfilled
permanent position.
(b)The number of permanent assignments to a specialty unit shall not be decreased as
vacancies occur in order to avoid making permanent assignments to the unit.
(c)Assignment to this rotational position is a temporary transfer. As such, the assignment
will be for a period of six months or less.
(d)Officers receiving this assignment will not be compensated by any specialty pay during
the length of the assignment except as stated below.
(e)Officers may maintain any specialty unit pay received prior to such an assignment until
such officer return to their previous assignment.

DepartmentSpecialty Unit Assignments - 3(f)The rotational positions are non-competitive positions. Selection of personnel to
participate in the program will be made by the Chief of Police or his designee.
(g)Service during such a temporary assignment will count towards the satisfaction of the
specialty service required for the Corporal positions.
(h)The investigative components that a patrol officer may be assigned to are the Crimes
Against Persons Unit, Property Crimes Unit, Youth Services Units, or the Special
Investigations Unit.
