I. PURPOSE: To provide guidelines for contractual agreements for law enforcement services.
II. POLICY: The Gainesville Police Department will enter into contractual agreements as
needed. Written contracts for law enforcement services provided by the Gainesville Police
Department will only be made if the criteria outlined within this policy is met and incorporated
into the contract and the contract complies with applicable state law.
III. PROCEDURE
A. Written Agreements For Services Provided:
Any written agreement between an outside party and the Police Department will not be
entered unless the agreement includes the following:
1. A statement of the specific services to be provided. [CALEA 3.1.1.a]
2. Specific language dealing with financial agreements between the parties
[CALEA 3.1.1.b]
3. Specification of the records to be maintained concerning the performance of
services by the Gainesville Police Department [CALEA 3.1.1.c]
4. Language dealing with the duration, modification, and termination of the
contract [CALEA 3.1.1.d]
5. Specific language dealing with legal contingencies. [CALEA 3.1.1.e]
6. Stipulation that the Gainesville Police Department maintains control over its
personnel. [CALEA 3.1.1.f]
7. Specific arrangements for the use of equipment and facilities. [CALEA 3.1.1.g]
8. A procedure for review and revision, if needed, of the agreement [CALEA

B. If a contract is being renewed and contains changes in the provisions of the
agreement for the coming year, a new contract must be approved by all parties and the
new contract must be submitted as a new agreement.
C. Contracts for law enforcement services are created or revised by the assigned
department project manager. Contracts will be reviewed by GPD Legal Department and
City Of Gainesville Risk Management. All contracts must be approved by the Chief of
Police or City Manager as required by City of Gainesville policy. The City of Gainesville
will not agree to indemnify the other party, absent special circumstances and approval
by the City manager, regardless of the amount of the contract.
Signed original contract will be sent to the GPD Legal Office.
D. Department Employee Rights:
1. The employment rights of personnel assigned under a contract for law
enforcement services will not be abridged by the Gainesville Police Department
or the contractual agreement. [CALEA 3.1.2]
2. Participation in a contracted law enforcement service will not penalize a
Department member in any way, nor will such assignment threaten employment
rights, promotional opportunities, training opportunities, or benefits.
