I. PURPOSE: This Order provides information regarding the use of the police administration building.
II. POLICY: To best serve the citizens of Gainesville and Department employees, the Gainesville Police
Department shall establish and maintain a safe and secure environment in which to house the daily activities of
the Police Department and its workers.
III. PROCEDURE:
A. Building Perimeter Security:
1. Exterior doors (except the north-west front lobby doors) and the interior lobby doors are to
remain closed and locked.
2. Exterior doors, including the front interior lobby doors, will not be propped open at any time.
Exceptions may occur under extenuating circumstances (i.e., carrying heavy or bulky items into
or out of the building, special meetings in the multi-purpose room).
Members needing to temporarily prop open a door shall ensure the doorway is attended at all
times to prevent unlawful entry.
3. Video surveillance equipment shall be maintained by Information Technology personnel.
B. Master Key: To enable access to various areas in the Department in emergency situations, the
patrol Shift Commander’s Office shall maintain a master key that will allow entry into all doors inside the
Department (except Administration, Internal Affairs, Personnel, K-9 Office, Records, and Evidence
Storage Rooms).
1. Department master keys may only be issued to lieutenants or above, the patrol shift
commander (regardless of rank), or administrative personnel as designated by the Chief of
Police/designee.
2. Members are prohibited from accessing areas in which they do not work unless they are
authorized to access them pursuant to related emergency situations.
3. If it becomes necessary in an emergency situation to gain entry into an accessible restricted
area (property office) the on-duty patrol shift commander will:\n\n--- Page 2 ---\n\nGAINESVILLE POLICE DEPARTMENT
i. Be immediately notified of the situation;
ii. If the shift commander is unable to respond, he/she shall designate a replacement.
iii. Access the area, and log in (when applicable, such as in Property and Evidence).
A department member shall accompany and remain in attendance with any maintenance
or other personnel who are checking out, or doing repairs within, a secure area.
iv. Prior to end the tour of duty, send an email to the impacted area supervisor regarding
the incident and reason for making entry.
C. Identification/Badges:
1. GPD Employees:
i. All Department members shall be issued an identification card identifying them as a
member of the Gainesville Police Department. This identification card will include the ID
number, employees hire date, date issued, name, position title, and photograph. [CALEA

ii. Non-Uniformed-Non-Sworn Employees: While in the police building, identification
shall be visibly worn and attached to (or be) the wearer’s outermost garment.
iii. Uniformed Members and Sworn members must abide by the procedures set forth in
GO 41.6 Authorized Duty Equipment.
2. Visitors:
i. Visitors are required to wear authorizing identification (i.e. Visitors pass) while in the
police building.
ii. Authorizing Identification: Identification shall be visible and attached to (or be) the
wearer’s outermost garment.
iii. Visitor Pass: Issued to authorized visitors. The visitor’s identity must be verified by
the front desk officer prior to the pass being issued.
iv. Visiting Law Enforcement members will display their agency identification.
3. Exceptions to required wearing of Authorized Identification:
i. Visitors in the front lobby.
ii. Persons who are under arrest are not required to wear visitor’s passes, but will be
under a sworn member’s control at all times.
iii. Building Tours: Since passes are not issued for tours, a Department member must
escort tour participants at all times and ensure they stay with the group.
3. Duplication Prohibited: Department members will not copy or permit any person to copy
any official City of Gainesville Identification card/pass or badge.
4. Responsibility: Department members will be responsible for compliance with, and
enforcement of, this procedure.

i. Front Desk personnel will be responsible for ensuring that all persons entering the
building are:
a. Wearing the proper authorizing identification.
b. Issued an appropriate pass, when needed, which includes:
1). Verifying the person’s identity;
2). Ensuring that he/she signs the log and relinquishes his/her driver’s
license while using the issued pass, and,
3). Ensuring he/she turns in his/her pass and retrieves his/her Driver’s
License at the conclusion of the visit.
ii. Members will escort persons found in unauthorized areas without proper identification
or badge to the Front Desk.
D. Criminal Justice Information Services (CJIS) Requirements:
i. Visitors/Guests: All persons without FDLE CJIS Security Awareness training will
be escorted by a department member.
ii. Department Members: Department members will contact the Records Division for
assistance with the completion of the following required trainings.
a. Sworn Members: All Sworn Members (Lieutenant and below) will obtain and maintain
Florida Crime Information Center (FCIC) and the National Crime Information Center
(NCIC) Certification (Limited Access). A passing score of 80% must be achieved in
obtaining this certification which must be renewed every two years. Sworn Members
equal to and above the rank of Captain will, at minimum, complete and remain current
on their Security Awareness Training, which must be renewed every two years.
b. Non-Sworn Members: Records personnel must obtain and maintain full access while
Police Service Technicians and some Property & Evidence employees obtain and
maintain limited access to the FCIC/NCIC Certification. A passing score of 80% must be
achieved in obtaining either certification which must be renewed every two years. All
other civilians must at a minimal complete and remain current on their Security
Awareness Training. This training must be renewed every two years.
E. Prohibition Against Weapons / Signs Posted:
1. Non-law enforcement persons who are carrying a weapon are prohibited from entering
the building.
Exceptions will NOT be made for persons who possess concealed weapons permits.
2. Signs warning people that weapons are prohibited will be posted at all times at the public
entrance in the front desk area.
An arrest for a weapons violation can be made regardless of the presence or absence of posted
warning signs.

F. Hall of Heroes- Community Room: Scheduling use of the Hall of Heroes- Community Room
shall be coordinated through the Office of the Chief. Please refer to General Order 72.3 Use of the Hall
of Heroes.
G. Elevator: For safety reasons, the Department's elevator shall not be used in the event of a fire or
during severe weather conditions.
H. Department Gymnasium:
1. Responsibility:
a. The Logistics Division is responsible for maintenance of the Department gymnasium
and its equipment.
Members observing damaged or inoperative equipment and/or abuses of the equipment
or facilities shall make a written report (either IOC or email) to the Logistics Division
b. The Logistics Division personnel will conduct routine inspections and spot-checks to
ensure that equipment is in good repair and is being properly used.
2. Authorized Users: Department members and other persons as authorized by the Chief of
Police.
3. Use of Equipment:
a. Equipment set up as exercise stations shall not be rearranged or altered.
b. Stationary bicycles, stair-steppers, and other aerobic equipmen
