I. PURPOSE:
This Order describes the activities of the Police Planner in regards to the multi-year
strategic plan and staffing plan, it establishes a policy that directs the Department and
its organizational components to develop annual goals so they are complied into the
Goals and Objectives of Major Organizational Components Report.
II. POLICY:
The Gainesville Police Department is committed to research and development activities
in order to establish a mechanism for the annual formation and review of goals and
objectives, for the dissemination of these goals and objectives to all personnel, and the
review and revision of the department’s Multi-Year Strategic Plan and Staffing Plans.
Ultimately this will enhance services, improve operations and efficiently respond to the
changing social and economic needs of our community. The Gainesville Police
Department will develop a Multi-Year Strategic Plan that identifies long and short-range
goals, objectives and develops action plans on how to reach those goals. The
department will also develop an annual Staffing Plan that identifies current and future
department needs in terms of staffing. Compliance with and adherence to the plans will
be measured by the attainment of listed goals and objectives as reported by the
Department subcomponents, to which the goals/objectives are assigned.
III. DEFINITIONS:
Multi-Year Strategic Plan: Written, comprehensive, multi-year strategic plan of action
that identifies the overall agency goals, and, through accompanying objectives, directs
the activity of the Department toward its general mission of accomplishing those goals.
Staffing Plan: Plan to identify the current and future staffing needs of the agency.
Goals and Objectives of Major Organizational Components Report: Annual report
which details the goals and objectives of major organizational components.

IV. PROCEDURE
At the direction of Chief of Police or his designee the police planner shall be responsible
for the actions below:
Redistricting Studies and Report: As per the agency need, the police planner will
assist in the redistricting process for optimal resource allocation.
City Annexations: The police planner will coordinate with the City Strategic Planning
unit for the Gainesville Police Department’s annexation strategies.
A. Multi-Year Strategic Plan:
The Police Planner shall produce a written, comprehensive, multi-year strategic
plan of action that identifies the overall agency goals, and through accompanying
objectives, directs the activity of the Department toward its general mission of
accomplishing those goals. All units will provide timely and useful input regarding
their respective unit goals and objectives.
The multi-year strategic plan is a fluid ever-evolving document and will be
developed every 3-5 years. The strategic planning process will include city’s
future growth and development and population projections, past crime trends and
patterns, and data on GPD’s service and satisfaction collected via internal staff
and external (community) surveys.
1. Reporting Requirements: The multi-year strategic plan shall include
the following:
i. Agency Long-Term Goals and Operational Objectives
[CALEA 15.1.3.a] by providing immediate and long term
strategic planning through interpretation of crime and city
growth trends and other relevant statistics. Goals and
objectives will be developed and outcomes measured as
they relate to fiscal management of the department.
ii. The Chief and Command Staff, together with the Planning
Unit will identify the goals and objectives to be included in
the plan [CALEA 11.5.1].
The Police Planner will develop and formulate goals,
strategies and action plans to align with city goals and
objectives

iii. Using the Multi-Year Strategic Plan, the Chief shall assign
specific goals and objectives to affected bureau and direct-
report commanders so that each project (objective) has
specific responsibility, accountability, and, when applicable,
projected completion date(s). This should be reviewed at
least annually by the Chief.
2. Review and Revisions: The Planning and Research Unit, under the
direction of the Professional Standards Branch, will be responsible for
developing, writing and revising the plan.
The agency goals and objectives portion of the plan shall be reviewed
annually. [CALEA 15.2.1] Police Programs will be evaluated and
reviewed to align with Gainesville City performance measures. Each
goal will have objectives, which will further have tasks that will be
assigned to respective departments and a responsible person for
overseeing each task
The Multi- Year Strategic Plan will be disseminated to the relevant
target audience and reviewed annually.
3. Collaborative Systems Review: [CALEA 15.1.3.f] the community and
internal staff will be surveyed every two years for their input regarding
service expectations and satisfaction. The results of the surveys will
be used to align the goals and objectives to meet the community and
staff needs. The survey results will be used in developing the strategic
plan.
The planning unit will regularly attend professional external law
enforcement and internal strategic meetings so that the strategic plan
and staffing plan can be communicated. Participation in relevant
training will ensure new trends and innovations are implemented when
identified as necessary.
4. Dissemination: The Multi- Year Strategic Plan will be posted on the
Department’s intranet page for review by all department members.
B. Staffing Plan: The Police Planner shall produce a staffing plan report annually to
identify the current and future staffing needs of the agency, in relation to population
trends. The staffing plan shall include the following:
1. Future population and workload trends. [CALEA 15.1.3.b].
The Police Planner shall study projected population growth, economic
and crime trends to determine impact on department operations. This

Information will be appropriately communicated to all Bureau
Commanders when approved by Chief of Police or his designee.
Recommendations, survey results from the City of Gainesville will be
communicated to all Department Heads for dispersal.
2. Anticipated personnel levels [CALEA 15.1.3.c].
The Police Planner will identify future staffing incremental needs,
taking into account the future population projections, crime and
disorder data, past and future annexations, and anticipated unit needs.
The Police Planner will review projected population growth and crime
trends to determine impact on departments. This Information will be
appropriately communicated to all Bureau Commanders when
approved by the Chief of Police or his designee through the Staffing
Plan.
C. Major Organizational Components Report –Deliverables [CALEA 15.3.1 a]:
1. Once each year the Professional Standards Branch in conjunction with
the Police Planner will send out a reminder that annual reviews of
Staffing Plan will be due by the end of the second quarter of the
upcoming year. The reviews will be incorporated into the Staffing Plan.
2. Bureau Commanders shall submit a status report to the Police Planner
and the Accreditation Manager by the end of the first quarter each
calander year of the progress made to the attainment of the specified
goals and objectives.
The status report shall include:
i. A summary of the goals and/or objectives achieved,
ii. A summary of the status of pending goals, objectives or projects,
iii. An extension of the plan’s goals to add an additional year’s
projection,
iv. Any major
