I. PURPOSE: This Order establishes procedures for the orientation and training of non-sworn
personnel.
II. POLICY: The Gainesville Police Department shall provide training to both newly hired and
existing non-sworn members in order for them to accomplish their assigned tasks and
functions.
III. PROCEDURE:
A. Initial Training and Orientation: Newly hired non-sworn personnel shall receive
orientation training including, but not limited to: [CALEA 33.7.1]
1. The Department’s role, purpose, goals, policies, and procedures by reviewing
General Order 1.1- Source of Police Authority and the Role of the
Department; [CALEA 33.7.1.a]
2. City of Gainesville and Gainesville Police Department working conditions and
regulations; [CALEA 33.7.1.b]
3. Non-Sworn personnel will abide by the Gainesville Police Department’s non-
sworn personnel code/cannon of ethics by reviewing General Order 1.1- Source
of Police Authority and the Role of the Department and signing the Gainesville
Police Department Non-Sworn Employee Code of Ethics Form. All personnel
will receive initial and biennial ethics training. [CALEA 1.1.2]
4. Responsibilities and employee rights; [CALEA 33.7.1.c]
5. Non-Sworn Department members will be provided with documentation from
the accreditation manager which will familiarize them with the accreditation
process. [CALEA 33.5.3.a]
B. Pre-Service and In-Service Training: [CALEA 33.7.2]
1. All Non-Sworn members will obtain and maintain Florida
Department of Law Enforcement (FDLE) Criminal Justice Information Services\n\n--- Page 2 ---\n\nGAINESVILLE POLICE DEPARTMENT
(CJIS) certification applicable to their job duties. At minimum, all non-sworn
personnel will have security awareness training.
Department members will contact Records Personnel to obtain the training
material.
2. The following positions have been identified as requiring specialized training
prior to members assuming job responsibilities:
a. Field Service Technician (FST), Tel-Serve;
b. School Crossing Guard;
c. Latent Fingerprint Examiner;
d. Photo Lab Technician;
e. Crime Scene Technician;
f. Crime Analyst;
g. Evidence Custodian;
h. Property Specialist;
i. Records Coordinator and Clerk(s);
j. Information Technology Members;
j. Video Production.
k. Accreditation manager and specialist positions.
l. Planning Unit
3. Personnel assigned to these positions shall receive training in their specialty
as necessary to improve skills, increase knowledge and remain current on job
requirements / responsibilities in their areas of expertise.
4. The training may be scheduled as part of an in-service training program.
5. Pre-service and in-service training topic areas include, but are not limited to
any of the following that are specific to the applicable position:
a. Required prerequisite training and/or certification;
b. Required in-service / technical skills training (to keep members
current);
c. Policy/ procedural issues;
d. Legal updates;
e. Public contact and interaction;

f. Safety (to include workplace issues, infectious diseases, etc.);
g. Any other applicable training.
C. Records: Records of non-sworn personnel training shall be kept current and at the
bureau level. It shall be the responsibility of the supervisor to forward copies of all
training certificates to the Personnel Division for placement in the employee’s personnel
file.
