PURPOSE: This Order provides procedures for the Chronic Offender Recognition Enforcement program or referred to as CORE. II. POLICY: The Gainesville Police Department, in conjunction with regional law enforcement agencies, shall participate in the Chronic Offender Recognition Enforcement Program which (1) identifies serious criminals based on their criminal history. [CALEA 42.1.5] III. DEFINITION: CORE Designation: A person is deemed a CORE member when the person has:  Three or more felony convictions for a violent crime or drug trafficking; or  Two or more felony convictions for a violent crime or drug trafficking when a firearm was used or carried; or  Has been involved in one or more shootings, whether as the victim or suspect [CALEA 42.1.5.a] IV. PROCEDURE: A. Identification Method: Using referrals from law enforcement, the State Attorney’s Office (SAO), and Crime Analyst Unit, along with a review of a person’s criminal history record, the Patrol Support Bureau will determine whether to declare a person a CORE member. Based on the criteria listed above defining the CORE designation [CALEA 42.1.5.b]. B. Referral Method: Members can make a referral of persons they suspect as being a CORE member by contacting the Crime Analyst Unit. C. Records System: After a person has been declared a CORE member, he/she will be added to the CORE list which is maintained by the Crime Analyst Unit. D. Screening Process: When arresting a person, members shall query the current records management system to determine if the arrestee is a CORE member.\n\n--- Page 2 ---\n\nE. Notification Process: Department members who arrest a CORE member shall notify the Crime Analyst Unit. It will be the responsibility of the Patrol Support Bureau – Crime Analyst Unit to follow-up with the State Attorney’s Office to ensure enhanced prosecution of the suspect. [CALEA 42.1.5.c] F. Prosecution: Subsequent to a person’s arrest, the CORE member will be added to the State Attorney’s list of high profile offenders. These prosecutions are closely tracked by the Crime Analyst Unit to ensure prosecution to its fullest extent.
