I. PURPOSE: This Order establishes regulations for the use and deployment of Department-
owned special-purpose vehicles and equipment
II. POLICY: To ensure the safety of Department members and citizens, only trained personnel
shall operate special-purpose Tactical Department vehicles.
III. DEFINITIONS:
Unconventional Fleet Police Vehicles: Unconventional fleet police vehicles are those that are
used for specific duties that do not primarily involve traffic enforcement. These include the
pickup trucks and gator cab golf cart.
Special Purpose Tactical Vehicles: A vehicle that is assigned to a specialty unit; requires
special training and authorization for deployment.
Special Purpose Vehicles: A vehicle that requires authorization for deployment and may
require special training.
IV. PROCEDURE
A. Special Purpose Vehicles: The following is a list of the Department’s special
purpose vehicles.
1. Motorcycles: Motorcycles are normally used by members of the
Traffic Unit; however, department members outside the unit may ride them
on occasion, to assist with special events
i. Authorization, Conditions and Limitations of Usage:
a. Authorization to use a department motorcycle, outside of those
issued motorcycles, is strictly limited to the Patrol Support
Commander/ Designee.
b. There are no limitations to the use of motorcycles, due to

ii. Qualifications and Training: Only department members who have
received specific training related to riding a department motorcycle are
permitted to ride them.
a. All members operating motorcycles must possess a valid FL
DL with a motorcycle endorsement and,
b. Only members attending/ passing the 80 hour motorcycle
course will be eligible to ride a department motorcycle.
c. The above course may be waived for those members who
attended a similar course prior to coming to GPD and/or have
police motorcycle experience. The determination will be made
by the Motor Instructor for the department.
d. Part-time riders (riders not assigned to the traffic unit) must
attend at least 6 trainings throughout the year.
1.Trainings to be included in the six (6) mandatory are:
Qualifications, Escort Training, and Parade Training.
2.The training year is identified from June to June
3. Any deviations from this policy must be approved by
the Traffic Unit Commander, Patrol Support Lt., and/or
the Patrol Support Captain
iii. Equipment:
a. ON-DUTY:
Department Issued DOT Certified Helmet, with
communications equipment
Eye protection
Motor breeches
Motor boots
b. OFF-DUTY or TRAINING DAYS:
Department Issued DOT Certified Helmet.
Eye Protection
Long pants, either BDUs or Jeans
Closed toe shoes
iv. Condition and Maintenance of the Vehicle and person or position
responsible for condition and maintenance.
a. Normally, motorcycles are assigned to specific members of the
agency, normally assigned to the Traffic Unit. Each member with
an assigned motorcycle is responsible for their condition and
maintenance.
b. For those motorcycles not specifically assigned, the supervisor
of the Traffic Unit shall be responsible for their routine
maintenance.

c.If a motorcycle is damaged, the normal process outline in either
61.7 (Department Vehicle Crashes) and/or 41.3 (Department Vehicles)
shall be followed
B. Special Purpose Tactical Vehicles The following is a list of the Department’s special
purpose tactical vehicles.
1. SWAT Van
i. Authorization, Conditions and Limitations of Usage:
c. The SWAT Van is at the disposal of the SWAT Commander/
Designee.
d. Any Department Member may request use of the SWAT Van
from the SWAT Commander/ Designee.
e. Any sworn department member, with a valid FLDL, can drive
the SWAT Van.
f. The SWAT Van cannot be used for normal police operations;
AND it is not pursuit rated
ii. Qualifications and Training: Sworn department members who
have completed the Department vehicle training qualification.
iii. Equipment: there is no specific equipment list for the SWAT

iv. Condition and Maintenance of the Vehicle and person or
position responsible for condition and maintenance:
g.The SWAT Commander/ Designee is responsible for condition
and maintenance of this vehicle.
h. If this vehicle is damaged, the normal process outline in either
61.7 (Department Vehicle Crashes) and/or 41.3 (Department
Vehicles) shall be followed
2. APC (Armored Personnel Carrier)
i. Authorization, Conditions and Limitations of Usage:
a. The SWAT APC is at the disposal of the SWAT
Commander/ Designee.
b. Any Department Member may request use of the SWAT
APC from the SWAT Commander/ Designee.
c. Only SWAT team members, with a valid FLDL, can drive
the SWAT APC.
d. The SWAT APC cannot be used for normal police
operations; AND it is not pursuit rated.

ii. Qualifications and Training: SWAT Team members who have
completed the Department vehicle training qualification and any other
additional specific training as deemed necessary by the SWAT
Commander. Any additional training, beyond the normal
Department vehicle training, will be documented by the SWAT
team.
iii. Equipment: there is no specific equipment list for the SWAT VAN

iv. Condition and Maintenance of the Vehicle and person or position
responsible for condition and maintenance:
a. The SWAT Commander/ Designee is responsible for
condition and maintenance of this vehicle.
b. If this vehicle is damaged, the normal process outline in
either 61.7 (Department Vehicle Crashes) and/or 41.3
(Department Vehicles) shall be followed.
3. M-RAP (Mine-Resistant Ambush Protected): The MRAP shall only be used
for very specific and high threat to safety situations. (Example: Active shooter
threat, Hurricane/ Flood response.
i. Authorization, Conditions and Limitations of Usage:
a. The MRAP can only be authorized by the Patrol Support
Commander/ Designee.
b. Only SWAT team members trained to drive the MRAP can
deploy it.
c. The MRAP cannot be used for normal police operations; AND it
is not pursuit rated
ii. Qualifications and Training: Only SWAT team member specifically
trained to drive the MRAP are eligible.
Training records shall be kept by the SWAT team.
iii. Equipment: there is no specific equipment list for the MRAP.

iv. Condition and Maintenance of the Vehicle and person or position
responsible for condition and maintenance:
a. The SWAT Commander/ Designee is responsible for condition
and maintenance of this vehicle.

b. If this vehicle is damaged, the normal process outline in either
61.7 (Department Vehicle Crashes) and/or 41.3 (Department

B. Other Vehicles
1. Bicycles
i. Authorization, Conditions and Limitations of Usage:
a. Any sworn member can request through their chain-of-
command to use department bicycles. Final approval will normally
be at the Lieutenant level.
b. Bicycles can be used at any time; however, special care should
be used in inclement weather.
c. Bicycles can be used for both high profile patrol operations OR
covert operations.
ii. Qualifications and Training: Any sworn officer is eligible to ride a
bicycle. There is no specific training required.
iii. Equipment:
a. Although there is no mandatory uniform for bicycle patrol or
use; members deployed on bicycles will be issued a specific
uniform consisting of shorts and a polo shirt.
b. Helmets shall always be worn while riding a department bicycle.
(Exception: covert patrol).
