I. PURPOSE: This Order describes the role of the Gainesville Police Department in the
collective bargaining process used by the City of Gainesville and the unions that represent both
sworn and non-sworn members, as well as the Gainesville Police Department’s responsibilities
when a collective bargaining agreement is ratified.
II. POLICY: The Gainesville Police Department is committed to supporting the City Manager
and General Manager (as applicable) and their representatives in carrying out their collective
bargaining obligations under law, including (1) participation in “good faith” bargaining with the
duly recognized bargaining units representing members; (2) abiding by the ground rules for
collective bargaining that rise out of the collective bargaining process or labor arbitration; and
(3) abiding, in both letter and spirit, by the negotiated labor agreements that have been signed
by management, labor representatives, and ratified by the bargaining unit and City Commission
[CALEA: 22.3.1.c.d.e].
III. PROCEDURE:
A. Employee Bargaining Units [CALEA 22.3.1.b]: The City of Gainesville and the
Gainesville Police Department recognize that Department members are represented
by the following bargaining units:
1. Gator Lodge 67, Inc. Fraternal Order of Police (FOP) is the exclusive
collective bargaining agent of all sworn members of the Gainesville Police
Department in the job classifications of: Police Officer, Police Corporal, and
Police Sergeant. Excluded from this bargaining unit are budget staff, polygraph
operators, Sergeant/Personnel Officer, Internal Affairs investigators, and all
other employees of the City of Gainesville.
2. North Central Florida Police Benevolent Association, Inc. (PBA) is the
exclusive collective bargaining agent for all sworn members of the Gainesville
Police Department in the job classifications of: Police Lieutenant,
Sergeant/Training Officer, and Sergeant/Personnel Officer. Excluded from this
bargaining unit are all other police officers, budget, the personnel unit
commander, and all other employees of the City of Gainesville.
3. Communications Workers of America Local No. 3170 (CWA), as the
exclusive bargaining agent of non-sworn members of the Gainesville Police

B. Bargaining Teams: Members of the City of Gainesville’s bargaining teams and the
teams’ lead negotiator(s) shall be selected by the City Manager (and General Manager
in the case of bargaining with CWA) to carry out the City’s collective bargaining
obligations under the law. [CALEA 22.3.1.a]
C. Written Contract: At the conclusion of collective bargaining process, the Chief of
Police or designee shall:
1. Obtain written, signed copies of the labor agreements; [CALEA 24.3.2.a]
2. Review and amend (if necessary) all written directives and procedures to
coincide with the terms of the labor agreement; and [CALEA 22.3.2.b]
3. Disseminate information relative to a new labor agreement, including
modifications to existing agreements to managers and supervisors of bargaining
unit employees. [CALEA 22.3.2.c]
