PURPOSE: This Order provides guidelines for how to report and when to process conveyance burglaries. II. POLICY: To provide effective and courteous police service to the victims of conveyance burglaries, members shall complete a report and, when necessary, process vehicles. III. DEFINITION: Conveyance [FSS 810.011]: Any motor vehicle, ship, [boat] vessel, railroad car, trailer, aircraft, or sleeping car. IV. PROCEDURE: A. Screening: Burglaries reported to GPD shall be evaluated by a communications complaint call-taker to determine the type of burglary (e.g., residential, business, or vehicular) and the appropriate police response. B. Assignment: 1. Reporting: Vehicle burglary complaints shall normally be dispatched to field personnel, who will investigate the complaint and evaluate the scene regarding evidence processing. Exception: The complaint may be referred to the front desk, where a FST or desk officer shall complete (via the phone) an Incident/Investigation Report, if one of the following (or a similar situation) occurs: [CALEA 82.2.1a 82.2.2c] i. There has been a significant delay in the reporting of the crime; ii. The vehicle is not available (i.e., spouse took it to work, child took it to school, it’s at the repair shop, etc.) iii. The complainant is not willing to wait for someone to be dispatched; 1\n\n--- Page 2 ---\n\niv. The vehicle has been cleaned, detailed, repaired, or otherwise attended to or used in a way that would likely compromise the ability to obtain evidence of the crime. C. Processing: 1. Initial Screening: Whether the investigating member is taking the report in-person or via the telephone, he/she shall determine whether the scene should be processed by asking relevant questions about the method of entry, actions of the perpetrator(s), and the actions taken by the complainant or anyone else who may have touched or disturbed the scene. If it is determined processing will not be completed the investigating member shall document the reason in the Incident/Investigation Report.[CALEA 82.2.1a] 2. Criteria: Unless exigent circumstances arise, the scene will be processed when the investigating member determines one or more of the following: i. The crime scene may provide physical evidence (such as a fingerprint, pry marks, a document) that may identify a suspect or lead to developing probable cause. ii. The value of the property taken is $500.00 or more (not including damage to the vehicle, if any); iii. The victim insists on processing, due to victim’s belief that evidence may be present. 3. Assignment / Referral: In any case where processing is considered, the investigating member shall advise the victim (or complainant) not to disturb the scene and (when relevant) to await the arrival of the evidence- processing unit. Assignment of processing duties will be as follows: i. On-Scene Investigations: If the investigating member: a. Is trained and has the equipment to process the type of scene he/she finds, he/she shall conduct the processing. b. Has a scene he/she is not trained to process, he/she shall request that an appropriate evidence processing unit respond. ii. Telephone Reports: The investigating officer shall be responsible for notifying Communications and making a request for a processing unit to be dispatched. 2\n\n--- Page 3 ---\n\niii. Response outside Jurisdiction: Any requests for response in taking an original report or for processing the scene outside the City limits must first be cleared through a supervisor. iv. On-Scene Evaluation: Based on the particular circumstances of the crime scene, the evidence unit dispatched to the scene shall, upon arriving, assess the scene and make a final determination whether to process the scene. 4. Investigation: Conveyance burglary reports shall be forwarded to the Investigations Bureau to be assigned to a detective.
