PURPOSE: This Order establishes an employee advisory committee. II. POLICY: The Gainesville Police Department shall maintain an employee advisory committee for the purpose of providing information and advice regarding the development and review of Department policies [CALEA 12.1.4] The Committee may also act as advisory representatives for the respective shifts/units/division to communicate information to and from the Chief of Police. III. PROCEDURE: A. Committee Responsibility: 1. The committee shall review any issue, policy, or procedure referred to it by the Chief and then make recommendations regarding the policies or procedure’s content. The committee shall not have any decision-making authority. 2. An agenda will be completed prior to every meeting. The Executive Assistant to the Chief of Police will solicit discussion topics from EAC members and add them to the agenda. 3. The committee is not authorized to make policy recommendations for issues that have not been referred by the Chief. 4. During its deliberations, the committee shall ensure that any issue that falls under the purview of accreditation shall conform to the applicable standards by coordinating with the accreditation manager. C. Command- Committee Co-Chairs: 1. Responsibility: The Committee Co-chairs shall be responsible for forming the committee, scheduling meetings, governing the proceedings, and serving as a liaison to the Chief’s Office with regard to receiving assignments and making recommendations. 2. Selection: The Committee will make Chairperson Recommendations to the Chief of Police or designee for consideration. The Chief or designee will appoint two\n\n--- Page 2 ---\n\nGAINESVILLE POLICE DEPARTMENT supervisors – one sworn (lieutenant) and one non-sworn supervisor to serve as co-chairs of the committee. D. Committee Composition and Selection: The composition of the committee is intended to be such that it represents all members of the Department. The committee shall be comprised of a representative from each patrol shift, bureaus, units, ranks, retired officers, and collective bargaining units. 1. Participation interest in the committee will be communicated via email to department members. 2. The committee co-chairs shall solicit recommendations from Bureau/Unit/Shift commanders and union officials to fill positions on the committee. 3. Each division/unit/team is responsible for selecting a representative and alternate. E. Committee Membership Term: 1. Terms shall normally be two years, giving membership an opportunity to rotate. 2. The assigned commanders shall ensure that the committee composition is reviewed, and when practicable, revised biennially. 3. Members may stay beyond their term if the respective unit/division does not have a representative. F. Membership Attendance: At meetings, a sign-in sheet will be distributed to document members’ attendance. If a member does not appear to more than 50% of the meetings in a calendar year, a replacement may be sought.
