PURPOSE: This Order develops a policy for establishing formal shadowing program for all employees of the Gainesville Police Department. II. POLICY: The Gainesville Police Department will have a formal shadowing program for all employees to assist them with their career tracking and professional development. [CALEA 33.8.3] III. DISCUSSION: Shadowing is a professional development program where department members can learn about a particular job outside their normal responsibilities. Members would work in another division within the Department to see if the type of work is suitable for them and to build their skills and knowledge within that discipline. IV. PROCEDURE: A. Duration: The shadowing program would be 30-90 days redeployment for the member. During that time period, the member would work solely for that Bureau Commander. 1. Each Division within the Department would set the time frame for their shadowing program. 2. The Chief will decide how many shadowing opportunities are created in each Bureau based on the following factors: i. Size of Bureau and their Divisions. ii. Interest in assignment. . B. Selection process: A selection process will be held as needed for opportunities to shadow throughout the Department. The following process shall be followed: 1. Eligibility: i. A member must be with the Department for a minimum of two years to be eligible for this program. ii. A member is eligible to shadow once every two years. Exception: This requirement can be waived with approval by a bureau commander.\n\n--- Page 2 ---\n\nGAINESVILLE POLICE DEPARTMENT 2. The member wishing to shadow another Division within the agency will forward the following to the Personnel Services Division: i. Cover letter expressing the member’s interest in the program and why they should be selected, and ii. A complete resume. 3. The member’s Internal Affairs history will be reviewed. 4. Each Division may have additional requirements (e.g. the Criminal Investigations Division may require several types of police reports from the member to be reviewed.) 5. A department wide three (3) person committee, made up of a diverse group, will determine an eligibility list for each Division. The committee will be selected by the Chief and/or Designee. Committee members will serve for one year at a time. i. The committee will consist of members at the rank of Sergeant or above, or the civilian equivalent. ii. The committee will consist of a member of the Investigations Bureau, the Operations Bureau, and a member of the Administrative Bureau. iii. The committee members will receive training in career development activities that provide an increased knowledge and skills in at least one of the following areas: general counseling techniques; techniques for assessing knowledge, skills, and abilities; salary, benefits, and training opportunities of the agency; educational opportunities and incentive programs; awareness of the cultural background of ethnic groups in the program; record-keeping techniques; career development programs of other jurisdictions; and availability of outside resources.
