I. PURPOSE: This Order establishes the authority, duties, and responsibilities for the
development, coordination, implementation and delivery of Gainesville Police Department
training programs, the selection and training of instructors and the establishment of a Santa
Fe College Institute of Public Safety.
II. POLICY: The Gainesville Police Department (GPD) shall staff and maintain the Training and
Education Division (T.E.D.) that shall provide the training necessary for GPD personnel to
maintain law enforcement certification, maintain and enhance skills proficiency, and to more
effectively perform required tasks and job functions. T.E.D. shall deliver this training through
in-service, roll-call training sessions via certified instructors, or by electronic correspondence,
or any similar approved delivery method.
III. PROCEDURE:
A. Training and Education Division (T.E.D): The T.E.D shall be responsible for
coordinating and/or overseeing GPD training programs and roll-call training, and,
therefore, shall plan, develop, coordinate and deliver regular and specialized training to
GPD members.
B. Training Orders: Per General Order 12.2, Training Orders signed by the Chief carry the
full authority of his Office.
C. Attendance at Scheduled Department Training Sessions: GPD personnel shall attend
in-service and roll-call training classes, and shall do so on their assigned dates. Individuals
shall advise his/her supervisor regarding any conflicts with an assigned training date.
1. Prior Notice of Non-Attendance: If an employee is unable to attend scheduled
training due to hardship, conflict, or other obligation, he/she shall notify their supervisor
in writing (e-mail or Inter-Office Correspondence (IOC)) detailing the reasons for the
absence, and an official request for alternate arrangements.
i. Please note that there is no implication or intention on the part of GPD to ask any
individual to reveal Family Medical Leave Act or other confidential information as
part of the notice of non-attendance.\n\n--- Page 2 ---\n\nGAINESVILLE POLICE DEPARTMENT
ii. However, personnel are expected to provide information that allows alternate
scheduling to occur.
2. Absence Without Approval: Members failing to attend training without prior approval
to reschedule shall submit an email or IOC to the supervising bureau, division, or unit
commander (via the chain of command), detailing the reason(s).
3. Supervisory Review/Responsibilities:
i. Prior Notice: Supervisors shall review requests and approve rescheduling based
upon reasonableness of the request and the availability of an alternate training
date/day.
a The supervisor shall contact T.E.D to reschedule training for that session.
b It is the responsibility of the employee’s supervisor to notify T.E.D, of
employees who are on limited duty, extended leave, or who have other valid
reasons which make them unable to participate in scheduled training.
ii. No Prior Notice: Supervisors shall review the individual’s failure to attend to
determine if the absence was excusable.
The T.E.D Commander (or designee) will review training rosters and complete an
Administrative Investigation Referral (AIR) on officers who did not attend training.
4. The T.E.D Commander (or designee) shall publish a list of personnel who did not attend
mandatory training and distribute it to the command staff.
D. Roll-Call Training: T.E.D will coordinate roll-call training for GPD. GPD employees,
units, or other entities seeking to conduct roll-call training shall contact T.E.D to coordinate
the training.
E. Promoted/Transferred Personnel: Personnel promoted or transferred into special
assignments shall receive specialized training related to their new responsibilities within
thirty days of the new assignment or as soon as practical.
1. The immediate supervisor or designee shall be responsible for training in the following:
i. Development and or/enhancement of skills, knowledge and abilities that are
relevant to the specialization.
ii. Performance standards of the function or component.
iii. Department policies, procedures, rules and regulations specifically related to
the function, unit or component.
iv. Management, administration, supervision, personnel policies and support
services of the function of the component;
v. Supervised on the-job-training.

2. Sworn members promoted to the rank of corporal/sergeant shall attend the supervisor
training.
F. In-Service Training: GPD will provide in-service training to sworn and certain
classifications of non-sworn members of GPD. Successful completion of certain specified
training courses is required by Florida State Statute (FSS), the Florida Department of Law
Enforcement (FDLE) Criminal Justice Standards and Training Commission (CJSTC), the
Commission for Florida Law Enforcement Accreditation (CFA), and/or by GPD.
1. In-service training may consist of:
i. Notification of GPD policies and procedures, including any changes (annual training
on use-of-force is mandatory);Legal updates regarding legislative changes, statutory
law and case law (annual training on legal updates is mandatory;
ii. CPR certification or recertification;
iii. Evidence collection and preservation;
iv. Hazardous materials;
v. Domestic violence response;
vi. Response to sexual violence;
vii. Victim’s rights;
viii. Juvenile sexual offenders; and
ix. Any other subject matter as determined by FSS, CJSTC, CFA, GPD, or T.E.D.
2. Sworn GPD officers shall successfully demonstrate proficiency by annually qualifying
in the following:
i. Firearms;
ii. Response to Resistance;
iii. Taser; and
iv. Driving.
3. Sworn GPD employees will, at a minimum, meet mandatory training requirements
prescribed by FSS Chapter 943.
4. The following topics have been identified as the minimum mandatory training required
for the Chief of Police, Assistant Chiefs and Captains:
i. Human Diversity;
ii. Domestic Violence;

iii. Juvenile Sexual Offender;
iv. Discriminatory Profiling and Professional Traffic Stops;
v. Weapons of Mass Destruction;
vi. Incident Command System or other Unusual Occurrence Training;
vii. Annual Response to Resistance; (classroom and/or field)
viii. Annual Less Lethal Weapons (i.e. baton, spray, or taser; if carried);
ix. Annual proficiency with firearms;
x. Annual proficiency with shotgun and/or back-up or off duty weapons if carried; and
xi. Legal Updates.
xii. Victim- Centered Approach/Trauma Informed Approach.
Training may be held at various date/times/locations at the approval of the Chief of Police.
F. Non-Department Training: Specialized training, conducted locally or out-of-town, may
be offered on a general or individual basis to enhance employee skills and
knowledge. GPD personnel may request to attend, or may be selected by the GPD to
attend.
1. Personnel who attend approved specialized training (excluding in-service and roll-call
training) shall follow current City of Gainesville policy(ies) and procedures governing such
training for attendance at either local or out-of-town training sessions (cite policy #).
Expenses for training and travel (when applicable) will be paid as per the current City of
Gainesville policy governing these expenses and their disbursement.
2. Employees are responsible for furnishing training certificates to the Personnel Division
and T.E.D for placement in the employee’s personnel folder.
