PURPOSE: This Order establishes guidelines for the Department’s community relations program. II. POLICY: The Gainesville Police Department is committed to maintaining and strengthening the relationship it has with the community it serves. In order to enhance success in garnering community support and involvement, the Department shall maintain a community relations function that can identify community concerns and develop a liaison with community groups and associations. The Department expects every member to participate toward achieving community-involvement objectives. III. PROCEDURE A. Community Relations Function: The Crime Prevention Unit of the Youth Services Division shall be responsible for overseeing the Department’s Community Involvement. B. Community Involvement: To more effectively implement the Department’s responsibilities to the community and to foster a closer working relationship with the citizens of Gainesville, the Department shall establish a community involvement process to include the following, at a minimum: 1. Identifies current community concerns; 2. Identifies potential problems that have bearing on law enforcement activities within the community; 3. Develops recommended actions addressing concerns and problems; 4. Provides for a statement of progress; and 5. Provides quarterly reporting to the Chief Executive Officer. [CALEA 45.2.1.a.b.c.d.e] C. Documenting and Forwarding Input: Department members shall solicit input from the community and shall forward that input (as well as their own) regarding their participation, activities, referrals and/or other involvement, to the Youth Services Division so that the information can be documented in a report to the Chief\n\n--- Page 2 ---\n\nGAINESVILLE POLICE DEPARTMENT 1. The Youth Services Division shall develop feedback instruments (RMS- POP Module),designed to receive input from community and Department members regarding such activities as: i. Crime Watch and other community meetings attended; ii. Referrals and requests for police service regarding specific problems neighborhoods and community groups report; iii. Committee membership and/or attendance feedback on concerns/requests made to the Department; iv. Follow-up actions taken by Department members to target concerns and needs expressed. 2. Department members shall utilize these instruments (RMS- POP Module) to document and forward information regarding their community involvement participation, activity or referral. The RMS POP Entry shall be completed the same day the action/activity occurs. D. Citizen Survey: Responsibility: The Youth Service Division shall coordinate/ conduct a documented citizen survey of citizen attitudes and opinions at least once every two years to include: [CALEA 45.2.2] 1. overall agency performance; [CALEA 45.2.2.a] 2 .overall competency of agency employees; [CALEA 45.2.2.b] 3 .citizens' perception of officers' attitudes and behavior; [CALEA 45.2.2.c] 4. community concern over safety and security within the agency's service area; [CALEA 45.2.2.d] 5. citizens’ recommendations and suggestions for improvements; [CALEA 45.2.2.e] and 6. results are compiled, with a written summary provided to the agency's chief executive officer.
