PURPOSE: This Order establishes procedures for using speed measuring devices. II. POLICY: To protect the public and reduce accidents, the Gainesville Police Department shall develop programs to reduce the incidence of speeding. III. PROCEDURE: A. Training: Before using Department owned speed measuring devices, members must successfully complete the applicable CJSTC approved training course for using the particular speed measuring device. [CALEA 61.1.8.e] B. Equipment: Speed measuring devices used by the Department shall comply with guidelines set forth by the administrative rules (15b) by Florida’s Department of Highway Safety and Motor Vehicles. [CALEA 61.1.8.a] C. Maintenance: 1. Routine: The operator of the speed measuring device is responsible for maintaining the scheduled maintenance as prescribed by the State of Florida. [CALEA 61.1.8.c] 2. Records: The Traffic Unit supervisor or designee shall retain maintenance, service, and calibration records. [CALEA 61.1.8.d] D. Speedometer: When issuing a speeding citation based on a Department vehicle’s speedometer, the member shall write the vehicle number on the traffic citations. 1. Vehicle speedometers used for speed measuring must be calibrated at least twice per year. [CALEA 61.1.8.c] 2. A copy of the calibration certificate shall be kept in the vehicle. E. Radar: 1 Scope: Sworn Department Members\n\n--- Page 2 ---\n\n1. Inspection: Members using a radar unit shall ensure that all components of the radar unit (including tuning forks, calibration records, and carrying case) are in good working condition. [CALEA 61.1.8.c,d] If any deficiencies are observed, the member shall remove the unit from service and contact the Traffic Unit supervisor or designee via email to report the deficiency. 2. Operations: When using radar, the member who operates the unit shall: [CALEA 61.1.8.b] i. Conduct an internal and external calibration test prior to daily use and record the results in the radar log; ii. Choose a location that will permit an unobstructed view of traffic; iii. Write the radar unit serial number on citations issued for speeding; iv. Conduct an internal and external calibration test after concluding use of the instrument at the end of each shift; and record the results in the radar log; F. Laser: 1. Inspection: Members using a laser unit shall ensure that components of the laser unit are in proper working condition. If any deficiencies are observed, the member shall remove the unit from service and contact the Traffic Unit supervisor or designee via email to report the deficiency. [CALEA 61.1.8.c,d] 2. Operation: When using a laser, the member who operates the unit shall: [CALEA 61.1.8.b] i. Conduct the following tests prior to daily use and record the results in the laser log: a. Internal check, b. Display check, c. Distance and alignment check, d. Sight Alignment check. ii. Choose a location that will permit an unobstructed view of traffic; iii. Conduct the Internal, Display, Distance and Alignment, and Sight Alignment tests after concluding use of the instrument at the end of each shift.
