I. PURPOSE: This order establishes guidelines for the deployment of the Clandestine
Laboratory Response Team (CLRT) as well as establishing procedures and responsibilities
for its members who will respond to all clandestine (clan) laboratories within the
unincorporated areas of Alachua County and within the City of Gainesville.
II. POLICY: The duties of the CLRT are to render the site safe, process the scene, collect
evidence and remove hazardous materials. The Clandestine Laboratory Response Team
(CLRT) will respond to all clandestine (clan) laboratories, within the unincorporated areas of
Alachua County and within the City of Gainesville, including but not limited to the following
narcotics/drugs:
A. Amphetamine,
B. Methamphetamine,
C. Cocaine,
D. Dimethyltryptamine (DMT),
E. Fentanyl,
F. Heroin,
G. Gamma Hydroxy Butyrate (GHB),
H. Lysergic Acid Diethylamide (LSD),
I. Methylenedixyamphetamine (MDA),
J. Methylenedioxy-Methamphetamine (MDMA),
K. Phencyclidine (PCP),
L. Phenyl-2-Propanone (P2P)
III. DEFINITIONS:

IV. PROCEDURE:
A. Patrol or First Responder Responsibilities: Untrained personnel encountering
suspected clandestine labs or remnants should exercise extreme caution and treat the
scene similar to procedures outlined in the response to bomb procedures (G.O. 40.17
Suspicious Devices) remembering that the hazards include, but are not limited to:
explosion, chemical and thermal burns and inhalation risks.
1. Initial response actions should include the consideration for:
i. Evacuation,
ii. Medical treatment for any exposed persons,
iii. Detention of suspects and
iv. Immediate notification of a supervisor in order to summon resources.
v. The preferred technique to mitigate risk is minimizing the contamination of the
scene as much as possible by taking the following actions:
a Refrain from unplugging heat sources which may cause sparks and lead to
the risk of fire or explosion.
b Refrain from moving/knocking over bottles which could cause an explosion or
off-gassing.
c Ventilate the area by leaving doors or windows open, when feasible.
d Refrain from searches, even if justified in doing so.
e Refrain from the use of K-9.
f Evacuate as necessary.
g Seek medical evaluation/treatment for all children, even if no complaint or
symptoms exist.
h Monitor all involved parties for signs of injury; symptoms typically develop
within 30 minutes to 4 hours.

i Decontaminate, if warranted.
2. Untrained personnel are prohibited from handling any clan lab components.
B. Clandestine Laboratory Response Team (CLRT) Deployment:
1. The CLRT shall assume operational command at Clandestine Laboratories (with an
exception for tactical situations and arson investigations where operational command
rests with SWAT or the Fire Marshal, respectively).
2. The CLRT will conduct site cleanup at all laboratories that contain less than 220
pounds of material, baring the presence of any Anhydrous Ammonia and with an
exception for special circumstances that are outside the scope of CLRT members’
training.
3. In these instances the state contractor will be requested at the recommendation of a
CLRT member.
4. The CLRT will assist other entities within Alachua County as requested and approved
by the CLRT commander.
5. The CLRT will maintain operational command of the Clandestine laboratory site until
it is neutralized and deemed safe by the senior CLRT member on scene.
i. Requests from within Alachua County: Requests from within the Gainesville
Police Department (GPD), the Alachua County Sheriff’s Office (ACSO) or by other
agencies within Alachua County will be made to a GACDTF supervisor during
regular business hours or to the on call GACDTF detective during non-business
hours
ii. Requests outside of Alachua County: Requests for utilization of the CLRT
outside of Alachua County will be made with the following stipulations:
a The CLRT will retain supervision and control over all CLRT personnel in the
deployment. In situations involving a mutual aid agreement, operational control
will follow existing CLRT protocols.
b The involved GACDTF supervisor or CLRT commander will keep the chain of
command notified regarding the outside deployment situation.
c Agencies requiring the CLRT response may be required to provide perimeter
assistance to the CLRT throughout the course of the on-scene investigation.
They are not responsible for equipping the CLRT with any on-scene
investigative resources or supplies. The requesting agency is responsible for
all evidence submissions to the Florida Department of Law Enforcement
(FDLE).

C. Team Responsibilities:
1. Maintain current certifications in accordance with individual certificate requirements.
2. Operate in accordance with Occupational Safety and Health Administration (OSHA),
Environmental Protection Agency (EPA) and the Department of Transportation (DOT)
guidelines and standards.
3. Maintain individual equipment.
4. Notify CLRT Commander if there is any degradation of essential equipment.
5. Conduct annual Self-Contained Breathing Apparatus SCBA and Air Purifying
Respirator (APR) fit tests. The CLRT will operate with SCBAs approved by the CLRT
commander and will conduct annual recertification on the SCBA.
6. Maintain a current National Precursor and Log Exchange (NPLEX) license.
7. Conduct annual medical evaluations:

8. Conduct periodic reviews of the Threshold Limit Values (TLVs) established by the
American Conference of Governmental Industry Hygienists (ACGIH); they change
periodically.
9. Conduct periodic reviews of the OSHA permissible Exposure Limits (PELs); they
change periodically.
10. CLRT members are required to recertify every three (3) years according to DOT
guidelines for the transportation of hazardous materials.
D. Call Out Procedures:
1. The on-call Clandestine Lab Response Team member must return any calls for service
promptly. CLRT personnel should be available 24 hours a day for call-outs. They will
receive a briefing by phone, determine the necessity to respond and appropriate
response measures/requirements. Active threats to safety and property should be
considered. NOTE: Consideration should be taken with regard to lab remnants or the
presence of minimal lab components. In such instances, a minimized response may
be sufficient. All responses require, at minimum, one Authorized Container and
Storage ((ACS)-certified) CLRT member.

2. If a response is warranted, the on-call team member will seek approval from the CLRT
commander or designee who will then make the appropriate team member
notifications.
E. On Scene Procedures:
1. Site Security
i. When feasible, utilize Lab Team members for protective sweeps. Consider an Air
Purifying Respirator (APR) Mask as opposed to a Self-Contained Breathing
Apparatus (SCBA) for tactical reasons (OSHA-approved).
