PURPOSE: This Order establishes guidelines for the operation and administration of the Crime Prevention Unit (CPU). II. POLICY: To reduce the incidence of crime, the Gainesville Police Department shall maintain a crime prevention function. III. PROCEDURE A. Responsibilities: The Crime Prevention Unit (CPU), which is a component of the Youth and Community Relations Bureau, shall be responsible for developing, organizing, and implementing crime prevention programs. 1. Members of the CPU should be trained and certified as a Crime Prevention Practitioner by Florida’s Attorney General’s Office. 2. To ensure that the Department’s crime prevention function is coordinated and therefore implemented efficiently, members in other bureaus/divisions/units shall consult with the CPU when developing a crime prevention program. B. Crime Prevention Activities: 1. Crime Prevention: The CPU shall develop problem-oriented or community policing strategies to include focusing on programs by crime type and geographic area on the basis of crime data. Program development shall be based on an analysis of the crime data and information from other sources, such as citizen input. Members should consult the Crime Analysis Unit when assessing crime data. 2. Public Information: The CPU shall develop problem-oriented or community policing strategies to focus on programs to address community concerns Dissemination of information to the public should be coordinated via the Public Information Officer.\n\n--- Page 2 ---\n\nGAINESVILLE POLICE DEPARTMENT 3. Crime Prevention Groups: The CPU shall assist in organizing community groups with an interest in crime prevention (such as Neighborhood Watch) to include:  in residential and business areas that have been identified as needing crime prevention programs.  establishing liaison with existing community organizations or establishing community groups where they are needed;  assisting in the development of community involvement policies for the agency;  publicizing agency objectives, community problems, and successes;  communicating crime trends and problems between citizens, businesses and the agency; and  Supporting agency practices bearing on police community interaction. [CALEA 45.1.2.a.b.c.d.e]  Department members (Exception City of Gainesville Legal Office) shall not provide legal advice to citizens. C. Reporting: The Crime Prevention Unit shall submit a monthly activity report via the chain-of- command.
