I. PURPOSE: This Order defines the administrative and management responsibilities of the
Investigation Bureau (IB) regarding the criminal investigative function.
II. POLICY: The Gainesville Police Department, through its Investigation Bureau, shall develop
and implement policies that enable the Department to efficiently and effectively conduct and
manage criminal investigations.
III. PROCEDURE:
A. On-Call: Detectives and detective corporals will be required to be on-call for one week
at a time periodically throughout the year. While on call, they are required to take after-
hours and weekend calls for service for the CID. A contact list will be provided to both
GPD supervisors and the Combined Communications Center (CCC) to facilitate the call-
out. [CALEA 42.1.1]
B. Case Screening: To ensure that cases with the best likelihood of being solved are
investigated, the IB shall maintain a case screening system that assigns cases based on
solvability factors. (See IB Manual, Ch.4).
C. Case Management: To manage cases that are assigned to the IB, the IB shall provide a
record system that: (See IB Manual, Ch. 4) [CALEA 42.1.3]
1. Monitors the status of a case regarding information such as date assigned,
investigator assigned, case number, and due date; [CALEA 42.1.3.a]
2. Assigns administrative case status designators (such as closed, open, or
suspended); [CALEA 42.1.3.b]
3. Maintains and makes accessible case files that are being investigated or prosecuted;

i. Case files shall be securely maintained within the Investigations Bureau and shall
only be accessible by bureau personnel.
a Non-bureau personnel who need to review a file shall contact the Bureau

4. Purges copies of reports/documents when cases are no longer active or no longer
needed for criminal investigative purposes, and forwards original documents to the
Records Section. [CALEA 42.1.3.e]
D. Criminal Investigative Accountability: [CALEA 42.1.4]
1. Preliminary Investigations: Operations personnel shall be responsible for
conducting preliminary investigations.
i. The IB may conduct the preliminary investigation for some cases, such as those
that are confidential, complex, or serious.
a The decision as to which bureau or individuals will conduct the preliminary
investigation shall be determined jointly by the involved commanders/
designees.
2. Follow-Up Investigations:
i. Felonies: The IB shall be responsible for follow-up investigations on felony
cases. (See IB manual, Ch. 4, for those categories of crimes that are assigned to
IB).
a Operations personnel who conducted the preliminary investigation on a
felony case may conduct follow-up on that case, but the investigation must be
coordinated with IB.
ii. Misdemeanors: Operations personnel are responsible for conducting follow-up
investigations on misdemeanors, although IB may conduct a follow-up on some
misdemeanors (when circumstances dictate).
E. Attendance at Briefings: Detectives shall periodically attend patrol briefings as a
means to enhance information exchange between officers and detectives regarding
investigative information. Information shall also be shared electronically via the
aggregator website and email communication.
F. Position Status: To facilitate lateral transfers to IB from other bureaus, the position of
officer and detective shall be considered the same with regard to rank and base pay.
Detectives may receive specialty pay per collective bargaining agreement.
G. Members Assigned Covert Duties: Members in full-time covert assignments, such as
SID, are prohibited from working temporary uniform assignments (either primary or
extra-duty) without the express authorization of the Chief of Police.
