Detention Training Program
901.1 PURPOSE AND SCOPE
The purpose of this policy is to create a formalized training and evaluation program which will
produce qualified Detention Officers to assume the duties and responsibilities of a Detention
Officer, and to establish and define the selection, duties, and responsibilities of training personnel.
Additionally, this policy is designed to implement standards for training and evaluation of Detention
Officer Trainees and Jail Training Officers and to define the selection, duties, and responsibilities
of training personnel.
901.2 TRAINING PROCEDURES AND GUIDELINES
(a)Training Program Guidelines
1.Administrative control of the program shall be located with the Jail Manager.
2.The Jail Manager will be directly responsible for the program.
3.The program will consist of a 20-week training and evaluation period. The
trainee will be tested every two weeks and evaluated daily, excluding the initial
orientation week.
4.Generally, all trainees will be assigned to three (3) different Jail Training Officers
(JTO's) during the 20 week period. Trainees will spend 4-5 weeks with the
primary, secondary, and tertiary training officers. During the final two (2) weeks
of training, the trainee will return to his/her primary training officer for a final
evaluation. In the event that a trainee has not responded to the required training
in the time allotted, the training period may be extended.
5.Jail Training Officers will develop standardized written tests which they will
administer at the end of each phase of training to cover material from the
previous four-week training checklist. A midterm will be given at the end of the
tenth week and a final exam will be administered at the end of the twentieth
week or earlier, depending upon the trainee's progress. In addition to the written
tests, JTO's will evaluate the trainee on a daily and weekly basis using the Daily
and Weekly Performance Summary Evaluation form.
6.JTO's will develop and update the trainee checklist and evaluation guidelines
on a continual basis as needed.
7.Trainees will be evaluated on the basis of increasingly demanding performance
criteria from the first through the twentieth week of training.
8.The responsibility of recommending termination of a trainee and documenting
recommendations rests with the Jail Training Officer.
9.The Jail Manager shall conduct an inquiry to determine if a personality conflict
may exist between the JTO's making the recommendation and the Trainee.
10.The Detention Officer Trainee will not be considered in staffing minimums during
the course of his/her training program.

11.The Jail Manager and Command personnel shall ensure that the training
materials and formats used in the Detention Training Program are valid and
relevant.
12.A trainee with less than satisfactory ratings at the end of the 20-week training
period may be held over for further training only if the identified deficiency(s) is/
are considered remediable. The final decision on additional training will rest with
the Jail Manager.
(b)Prior to being assigned to a permanent shift, the Detention Officer Trainee must be
assigned to the following areas of the Police Department during the final evaluation
period. Duration of assignment shall be one day in each unit, or less, at the discretion
of the JTO's:
1.Records
2.Communications
3.Property/Evidence, Report Review
4.Crime Lab
5.Patrol.
901.3 QUALIFICATIONS AND RESPONSIBILITIES OF THE DETENTION TRAINING
OFFICER
(a)All Jail Training Officers shall have the following minimum level of experience in order
to become a Detention Training Officer. The assignment as a Detention Training
Officer shall be voluntary:
1.Two years total experience as a Detention Officer.
2.Demonstrated ability in the following:
(a)Effectively interrelating with others, especially on a one-to-one basis
(b)Teaching, especially in a coach-student relationship.
(c)Training and evaluating the performance of others in accordance with
prescribed procedures.
(d)Good verbal and written communication skills.
(e)Knowledge of jail policies and procedures.
(f)Working as a team member in achieving goals and objectives.
(b)Duties and Responsibilities of the Jail Training Officer:
(a)The Detention Training Officer trains and directs Detention Officer Trainees
assigned to the Detention Facility, and performs the duties and responsibilities
of a Detention Officer.

(b)The Detention Training Officer leads and directs Detention Officer Trainees
toward the attainment of the responsibilities and duties associated with the
position of Detention Officer. The Detention Training Officer explains and
demonstrates proper job and Department procedures. He/she explains and
complies with Departmental goals and objectives while maintaining and fostering
a positive relationship with the trainee.
(c)The Detention Training Officer establishes a business-like, yet friendly
relationship with the trainee. He/she objectively observes and evaluates the
trainee's behavior in accordance with prescribed Departmental procedures. He/
she sets a realistic standard for the trainee through job performance which
adheres to high professional standards.
(d)The Jail Training Officer provides ongoing instruction in the traditional sense,
while also using innovative and practical techniques.
(e)The Jail Training Officer must have the requisite skills necessary to become a
reliable
