Policy 803Fremont Police Department Communication Trainee Evaluation 803.1 PURPOSE AND SCOPE The purpose of this policy is to establish a formal evaluation system that identifies behaviors necessary to the functioning of a Police Communication Dispatcher, sets standards of Progressing Satisfactorily Needs Improvement and Competent performance, and documents trainee performance while in the Communication Training Program. This policy identifies the duties and responsibilities of all involved employees, including Trainees, Communication Trainers (CTO), and Communication Dispatch Supervisors. 803.2 EVALUATION OF COMMUNICATION TRAINEES (a)The Evaluation Report, completed by the trainer at the end of each week, provides the essential documentation to ensure that progress is being made by the trainee. Observations made by the trainer are entered on the evaluation utilizing Progressing Satisfactorily, Needs Improvement and Competent. (b)A trainee will be rated based on what he/she is expected to learn, from week to week, according to the training manual. If the trainee does not learn a week's assignment, in any given category, he/she will be marked Needs Improvement. If the trainee meets or exceeds the week's assignment, he/she will be marked Progressing Satisfactorily or Competent. The last evaluation a trainee gets, while in training, will be an opinion on the trainer's part as to how the trainee compares with a non-trainee probationary dispatcher. (c)The trainer shall have the option of making any additional comments he/she believes would aid in the evaluation of the trainee. Weekly the trainer will review the evaluation with the trainee. All evaluations will be signed electronically in Leaps by the trainer and trainee. (d)Specific comments are required when the trainer checks the NRT (Non-Response to Training) column, of the evaluation form. The column is used to reflect performance deficiencies which continue to occur during remedial training. (e)Each of the 28 categories must be addressed within the evaluation period and marked with one of the three rating standards. This will help the trainee know where he/she stands at any given time in any given category. (f)The definitions in Appendix 803 represent standards considered to be job-related to the dispatch function. The task of evaluating and rating a trainee's performance should be based on these definitions. These definitions, as outlined on the evaluation form, serve as a means of program standardization and continuity. Refer to APPENDIX 803 for Evaluation Forms and Definitions.
