Policy 701Fremont Police Department Loan of City Equipment 701.1 PURPOSE AND SCOPE It is the policy of the Fremont Police Department to loan certain City equipment to other governmental agencies and quasi-public, non-profit organizations for brief periods when the loaning will not hamper the effective operation of the Fremont Police Department. This policy is designed to set forth guidelines for the loaning and control of City-owned equipment to other agencies. 701.2 PROCEDURE (a)Persons wishing to borrow an item of equipment, subject to availability, will be referred to the Business Manager. (b)If the Business Manager is unable to approve the request, the approval of the Chief of Police will be obtained. (c)If the Business Manager is unavailable, and there exists an immediate need for the equipment, the Watch Commander will be consulted to make the determination, considering: 1.Equipment will only be loaned to another governmental agency, or quasi-public organization, and will not be loaned for use by an individual. 2.Equipment requiring special ability to operate will not be loaned out unless the person(s) using the equipment demonstrate acceptable knowledge of its operation. Generally, equipment which is delicate or easily damaged, requires special expertise to operate, or is utilized by members of the department on a frequent basis, will not be loaned out. 3.Vehicles will be loaned only with the specific approval of the Chief of Police or his designee. 4.The loan period is not to exceed three (3) days without specific approval of the Chief of Police or his designee. 5.All items are loaned with the understanding that any damage or loss is the responsibility of the borrowing agency. 6.Replacement of expendable items, such as batteries, bulbs, etc., is the responsibility of the borrowing agency.
