Policy 431Fremont Police Department Watch Commanders 431.1 PURPOSE AND SCOPE Each patrol shift must be directed by supervisors who are capable of making decisions and communicating in a manner consistent with departmental policies, procedures, practices, functions and objectives. To accomplish this goal, a Lieutenant heads each watch. 431.2 DESIGNATION AS ACTING WATCH COMMANDER When a Lieutenant is unavailable for duty as Watch Commander, in most instances a qualified sergeant shall be designated as acting Watch Commander on a rotational basis agreed upon by the sergeants and the lieutenant assigned to the shift. This policy does preclude designating an acting sergeant as an acting Watch Commander under normal circumstances. The shift roster shall reflect which sergeant has acted in the capacity of Watch Commander, usually with a notation of "WC" after the sergeants' name.
