Policy 417Fremont Police Department Mass Arrests 417.1 PURPOSE AND SCOPE The Fremont Police Department will, when necessary, make mass arrests in the most orderly, safe, and expeditious manner consistent with current police policies. Personnel will follow established guidelines and procedures for processing large groups of arrested individuals. 417.2 DEFINITIONS Mass Arrest - Any arrest of a number of individuals where it would be beneficial to utilize the mass arrest procedure (e.g., civil disorders, demonstrations, large groups involved in criminal activity). Scene Supervisor - Supervisor responsible for the coordination of activities at the scene of the mass arrest. Primary responsibility for any announcements to the group of violators, and designating reporting officer(s), arrest officer(s), arrest teams, transport officer(s), and jail coordinator. Reporting Officer(s) - Officer(s) responsible for documenting entire incident, all announcements, and maintaining a chronological record of event or incident. Arrest Officer(s) - Officer(s) assigned responsibility for advising groups of violators of violations and placing them under arrest, documenting individual arrest reports on individuals he/she has arrested, writing citations for arrested persons to be cite-released, and completing supplemental reports for his/her arrests. Arrest Team(s) - Officer(s) assigned responsibility for actual physical custody of arrestees, and moving them to transport vehicles. They will assist the arrest officer(s) in completing M.A.P. Transport Officer(s) - Officer(s) responsible for transporting prisoners from scene to jail. Should not participate in arrests, but may assist in off-loading prisoners at jail. Jail Coordinator - Supervisor or officer responsible for facilitating intake of prisoners into jail facility, keeping groups of prisoners separated, and prompt turn-around of transport vehicles. Video Camera Person - Responsible for video recording the entire incident. He/she shall work closely with the reporting officer to ensure critical phases of the incident are recorded (any announcements, actual arrests, etc.). Digital Still Camera Person - Responsible for photographing all arrestees with the arresting officer. Transport officer or one of the arrest team may be assigned this additional duty. 417.3 PROCEDURE Mass arrests of individuals must be documented and effected in a timely and orderly manner to avoid confusion and to insure successful prosecution. Published with permission by Fremont Police DepartmentMass Arrests - 1 Fremont Police Department Mass Arrests (a)The scene supervisor will assign personnel to the necessary tasks required to successfully accomplish the mass arrest. The scene supervisor and the reporting officer should work closely to ensure the mass arrest procedure is followed by all personnel. (b)The scene supervisor will be responsible for making, or delegating to a reporting officer, any group announcements to the violators. The reporting officer will ensure all announcements are recorded. (c)Once the decision to arrest violators is made, the scene supervisor shall direct which violators are to be arrested. (d)The reporting officer will observe and document the entire incident and note any violations, announcements, refusals, etc. (e)The arresting officer will place individual violators under arrest and direct the arrest teams to remove the arrested violators. (f)Arrest teams will move the arrestees to a predetermined location where the mass arrest packets are located. (g)The arresting officer(s) will obtain a pre-numbered mass arrest packet (MAP) for each arrestee. (h)The arrestee will be photographed (digital still) with the arresting officer. The MAP number will be displayed in front of the arrestee in the photograph. (i)If circumstances permit, the arresting officer(s) will utilize the plastic bag to store personal property of the arrestee and place it inside the sealed MAP envelope. (j)The property tags inside the MAP will be marked with the same sequential number as on the MAP worksheet and will be used to identify any large items of property belonging to the arrestee. (k)The MAP worksheet will be completed by the arresting officer(s) and arrest team(s) in the following manner: 1.Box 1: Arrestee last name, first name 2.Box 2: Clothing 3.Box 3: Injured - if injured, describe injury and if injury occurred during or prior to arrest 4.Box 4: Write in the sequential MAP number 5.Box 5: Photo - check if photo was taken and will be uploaded to evidence 6.Box 6: Assaultive - check if arrestee is combative, assaultive, or a danger to others 7.Box 7: Handicapped - check if arrestee has an obvious physical disability Copyright Lexipol, LLC 2024/05/09, All Rights Reserved.
