403.1 PURPOSE AND SCOPE
The Fremont Police Department will have a formalized field training and evaluation program
designed to produce qualified Community Service Officers (CSOs) to assume the duties and
responsibilities of that position. This policy section establishes and defines the selection, duties
and responsibilities of field training personnel and implements standards of field training and
evaluation of CSO recruits.
403.1.1 FIELD TRAINING PROGRAM GUIDELINES
(a)Administrative control of the program shall be located within the Patrol Division. The
program will be administered by specially selected Field Training CSOs, Field Training
Sergeants representing each shift and the Field Training Lieutenant.
1.Selection of Field Training CSOs will be in accordance with the Specialty
Assignment policy. Field Training CSOs will be selected based upon their
demonstrated abilities, qualifications and their interest in the training program.
An oral board interview may be utilized if deemed necessary.
2.Field Training Sergeants and the Field Training Lieutenant will be selected and
appointed as outlined in Field Training Officer Program policy.
(b)The program will consist of a twelve-week training and evaluation period consisting
of five phases. During the first ten weeks of training, the CSO Recruit will not be
considered a regularly deployed fully-functioning CSO for the purpose of assigning
details, etc. See Appendix 401 for a Phase Training Overview.
1.Phase I will consist of one day with a Communications Dispatcher Trainer, three
days with a Detention Technician Trainer, and one day with a Traffic CSO.
2.Phase II will consist of four weeks with the primary Field Training CSO.
3.Phase III will consist of one week with a Traffic Officer.
4.Phase IV will consist of four weeks with the secondary Field Training CSO,
preferably from the opposite shift.
5.Phase V will consist of three weeks with the primary Field Training CSO. This
phase will be an "evaluation only" phase with the Field Training CSO observing
and evaluating but not actively training. The Field Training CSO shall ride with
the CSO Recruit while in uniform.
(c)Field Training CSOs will train according to standardized topic/instructional areas, as
outlined in the Field Training Manual. Field Training CSOs will update the recruit
checklist and evaluation guidelines on a continual basis.

(d)The Field Training Lieutenant or his/her designee is responsible for the development
and coordination of in-house training for subjects which may not be adequately
covered by Field Training CSOs, such as report writing, etc.
(e)The CSO Recruit will be evaluated on the basis of increasingly demanding
performance criteria from the first through the twelfth week of training. The standard
against which the CSO Recruit will be measured will be that of a solo CSO.
1.The CSO Recruit will be evaluated daily during the training program, utilizing
the CSO Recruit Evaluation Form. The Field Training Sergeant shall complete
a weekly evaluation report and an end of phase report all of which shall be
forwarded to the FTO Lieutenant. These documents serve as a permanent
record of the Recruit's current status in the training program. This document
contains 23 measurable behaviors, each referenced by a standardized
evaluation guideline in the Recruit's Field Training Manual.
(f)The Field Training CSO will administer standardized written tests biweekly to cover
material from the training checklist for the previous three weeks of training. A mid-term
and a final test will also be given at the end of the sixth and twelfth weeks, respectively.
(g)At the end of each phase of training, the Field Training CSO will prepare an
End of Phase Report (EPR). This document outlines the Recruit's strengths and
weaknesses, training completed, and training recommendations for the upcoming
phase of instruction, if applicable.
(h)Upon a CSO Recruit's successful completion of the Field Training Program, the
primary Field Training CSO will prepare a Field Training Program Completion Record.
This document serves as attestation of the Recruit's completion of the Field Training
Program and his/her ability to perform the duties of a solo CSO.
(i)A CSO Recruit with less than satisfactory ratings at the end of the twelve-week training
period may be held over for further training, only if the identified deficiency(s) is/are
considered remediable or correctable with additional training. The final decision on
extending a CSOs training program will rest with the Field Training Lieutenant and the
Patrol Division Commander.
(j)Recommendations for the termination of a CSO Recruit from the Field Training
Program will be the responsibility of the Field Training CSOs who engaged in his/her
training, the Field Training Sergeants, the Field Training Lieutenant and the Patrol
Division Commander. The following guidelines will be used to determine retention or
dismissal from the Field Training Program:
1.Daily acceptability ratings and End-of-Phase Reports.
2.Test scores.
3.The CSO Recruit's contribution to the Department.
